1781ORDINANCE NO. 1781 (#10 - 2025)
AN ORDINANCE AMENDING JACKSONVILLE MUNICIPAL CODE § 8.03.018; AND,
FOR OTHER PURPOSES.
WHEREAS, the Jacksonville City Council, having reviewed provisions of the current
Jacksonville Municipal Code regarding the operation and parking of oversized vehicles, heavy
machinery, industrial and agricultural vehicles and equipment, and trailers throughout the City,
recommends that the Jacksonville Municipal Code regarding such be modified so as to better provide
for the safety and well-being of the citizens;
WHEREAS, the parking and storage of large vehicles, including tractor -trailers and
industrial and agricultural equipment, in residential front yards creates safety hazards by obstructing
sightlines for pedestrians and motorists, increasing the risk of accidents;
WHEREAS, improperly parked large vehicles can damage public infrastructure, including
sidewalks, drainage systems, and underground utilities, leading to costly repairs and potential service
disruptions;
WHEREAS, the presence of tractor -trailers and large equipment in front yards detracts from
-- the aesthetic character of residential neighborhoods, negatively impacting property values and the
overall quality of life for residents;
WHEREAS, the prolonged parking of such vehicles may contribute to environmental
concerns, including oil and fuel leaks that pose a risk of soil contamination and stormwater pollution;
WHEREAS, immediate action is necessary to address these concerns and prevent further
safety hazards, infrastructure damage, and neighborhood deterioration;
BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: JMC § 8.03.018 — Nuisances and Non -Complying Conditions -Parking and
Storage of Motor Vehicles - shall be amended to read as follows:
a) It shall be unlawful for the operator of any motor or recreational vehicle, boat,
oversized vehicle, heavy machinery, industrial/agricultural vehicle or equipment, or
trailer to cause such vehicle, boat, machinery, equipment, or trailer to be parked or
stored on the front yard of any one- or two-family dwelling structures or on any
portion of an adjacent or contiguous undeveloped property, except as follows:
i. Standard passenger vehicles may be parked on the driveway or parallel to the
driveway, on one side only, provided they do not obstruct sidewalks or create
visibility hazards.
ii. Trailers and campers may be parked in the driveway, behind the exterior face
of any building or structure, or rear yard.

iii. Equipment of any kind, including industrial, agricultural, or recreational
equipment, may only be parked behind the exterior face of any building or
structure, or rear yard.
b) It shall be unlawful for the operator of any motor or recreational vehicle, boat,
oversized vehicle, heavy machinery, industrial/agricultural vehicle or equipment, or
trailer to cause such to be parked on the street in such a manner that interferes with
the collection of mail, garbage, yard waste, or landfill items.
SECTION TWO:. All Ordinances and Resolutions or parts thereof in conflict herewith are hereby
repealed to the extent of such conflict.
