Webb moved to buy three ,state Police Receivers to place in Police
cars to enable PD Patrol to communicate directly with State Police
without having to relay messa g es through Base Station, second by
Wright; approved by voice vote.

The"object of thls meeting for the purpose of discussing with the
Arkansas Louisiana Gas Company represenative, Mr. Victory~ present
to discuss the rate of franchise tax of the Arkansas Louisiana Gas
Company to operate in the City.

Mr. Victory made offer of $1500 .0per year, flat rate, for a period .
of two years. The Council refu sed the offer and decided to stay
with the Ordinance whicQ. requir es the rate of 4% of gross for
Residential and Commercial cust ome r sales.

Minutes of the Regular Meeting of lOJanuary 1957 and Special
Meeting 11 January 1957 read by Recorder Calhoun and approved
by voice vote of Council~ on a motion by Webb and second by
Jones.
Alderman Hardin read rules and regulations drawn up by the
Police Committee consisting of 21 rules. Motion by Hardin,
second by Alberson that rules and regulations be adopted.
ROLL CALL VOTE: Harden, aye; Alberson, aye; Howard, aye; Webb,
aye; Jones, aye; Wright, aye; motion adopted.
Motion by Alderman Hardin, second by Jones t~at David Lewis be
appointed as Police o ~r icer beginning 1 February 1957, at
salary of ~265.00 per month on six months probation, then go on
a year of ~~275.00 per month then to $285.00 per month and after
February 17., 1957, Policemen will be entitled to one day each
week off; motion adopted ~ voice vote.
Current bills read by Mayor Schmitt. Alderman Wright ma de motion
that bills be paid, second by Alderman Howard,·passed by voice
vote.
Alderman Wright moved that Contract by Water Department, City of
Jacksonville and the REA Co~op be honored and the interest paid
up to date. This motion died for lack of second.

19 February and Special Meeting 5 February 1957 read by Recorder
Callmoun. Alberson moved that minutes be accepted as read,
second by Wright; motion adopted by voice vote.
Mayor Schmitt appointed Alberson, Jones and Webb as a Committee
to study Employee Insurance Plan and report recommendations at
meeting 4th Thursday of March 1957.
Wright moved that letters be written to Mr. Block, Mr. Keaton
and Mr Mehlburger in appreciation of their help in the case with
the U. S. Government, second by Alberson, motion adopted ,,:by
voice vote.
Mayor Schmitt presented bank statements of different funds and

The City Council of the City of Jacksonville~ Arkansa s met in Special Session
at its regular meeting place in Jacksonvil1e, Arkansas at 7:30 P. M., on the
18th day of April 1957· The following were present: Mayor E. D. Schmitt;
City Recorder J. c. £alhoun; and Aldermen Harden, Jones, Webb, Wright, and
Howard. Absent: Alberson.
The Mayor stated that consideration should be given to an ordinance authorizing
the issuance .of Waterworks and Sewer Revenue Bonds for the financing of needed
extensions, betterments and improvements to the Waterworks and Sewer Systems.
This was a mat t er with which the Council was famili a r and after a discussion
Alderman Jones introduced an ordirtance entitled:

approving the sale and conversion of the City's Waterworks and
Sewer Revenue Bonds, and after a discussion Alderman Wright intro-

Regular Meeting of the City Council of Jacksonville held this
date, in the Community Center Building, 8:00 o'clock i M.,
Mayor Schmdtt, presiding. Aldermen present: Hgw.ard, Alo~rson,
Hardin, Jones, WI_-i,ght and Webb. Recorder Calhoun present to
take minutes. ·
Recorder Calhoun read minutes of 25 July 1957 Meeting. Jones
moved, second by Wright, that minutes be approved as read; motion
approved by voice vote.
Mayor Schmitt read current bills and bank balances of various funds
of . the City. Motion by Wright that bill;s be paid, second by Webb;
approved by voice ~ote.
Motion by Wright, second by Jones thab Lucille Hughes be given a
$30.00 per month ~aise in salary, effective l August 1957; motion
approved by voice vote. .
Motion by Wright, second by Hardin, that City pass resolution to
make City of Jacksonville a City of the First Class; ROLL CALL
VOTE: Howard, nay; Webb, nay; Alberson, nay; Jones, nay; Hardin,
aye; Wright, aye; motion failed by 4 nays to 2 ayes. .
Motion by Wright, second by Howard th~ South Road be oiled or
treated for dust; approved by voice vote.
Motion by Wright, second by Jones, that City buy a booster pump
from Fairb.anks-Morse at approximate price of $5Boo.oo; motion
approved by unanimous vote.

Recreation Committee gave report. A Resolution was read by Alderman
Wright to call a vote of the people on September 17, 1957, the question
of repealing Ordinance Number 90. Motion was made by Wright, second
by Hardin, to adopt said Resolution. After a discussion a roll call
vote was taken: Howard, no; Jones, pass; Wright, yes; Webb, no;
Harden, yes; Alberson, no; th.e result being 2 ayes .2 nays and one
not voting, motion failed.
Alderman Wright made a motion to publish financial statement of the
City of Jacksonville, to correspond to the Arkansas Statutes of each
January and July in the year, and requested a roll call vote to
clear self of fines that might be imposed, second by Harden; Roll
Call Vote: Howard, nay; Jones, pass; Wright, aye; Webb, pass;
Harden, aye; Alberson, nay; Schmitt, pass. The results of the
voting: 2 nays; 2 ayes; and 2 not voting, motion failed.
The Ordinance pertaining to Bus Franchise was pas ~:.ed until next
Meeting.
Garbage Ordinance was discussed and postponed for an indefinite
time as to amending this ordinance.
It was moved to adjourn.

Regular Meeting of the City Council held this date in the Cornrnunity
Center Building, eight o'~clock P. ;M., Mayor Schrni tt, presiding.
Aldermen present: Jones, Albe,rson, Harden, Webb and ;Howard. Absent:
Alderman Wright. · · · ,
Recorder Calhoun read the minutes of Regular Council Meeting of 8 and
22 August 1957. Harden moved that minutes be approved as read, second
by Albe·rson, approved by voice vote.
Mayor Schmitt read current bills and bank balances of the various
City Departments and fund~ Webb moved that bills be paid, second
by Jones, motion approved by voice vote.
Motion by Harden that William Chambers and James Dennie be appointed
to the Volunteer Fire Department, second by Alberson, motion approved
by voice vote.
Howard moved that City buy a siren for one of the Fire Trucks at the
approximate cost of Sixty-Five Dollars ($65.00), second by Harden,
motion approved by voice vote.
Howard introduced Ordinance Number 91, and moved that this ordinance
be placed on First Reading, second by Jones; ROLL CALL: Jones, aye;
Howard, aye; Webb, aye; Alberson, aye; Harden, aye;: motion approved.
Recorder read Ordinance 91 for First Time. Alberson moved that Ordi-
nance 91 be approved on First Reading, Second by Jones; Roll Call:
Harden, aye; Alberson, aye; Webb, aye; Howard, aye; Jones, aye;
motion approved, Ordinance 91 a~.cepted on First Reading.
Webb moved that the rules be suspended and Ordinance 91 be placed on
Second Reading, second by Howard; Roll Call: Alberson, Webb, Harden,
Howard and Jones all voted aye and there was no negative votes,
therefore the Mayor directed the Recorder to read Ordinance 91 for
the Second Time. Jones moved to further suspend the rules and place
Ordinance 91 on third and final reading, second by Webb; Roll Call:
Jones, aye; Alberson, aye; Harden, aye; Howard, aye; Webb, aye.
Motion received five affirmative votes and no one voted 'nay. The
Recorder then read Ordinance 91 for Third and Final Time. Alderman
Webb moved that Ordinance 91 be approved and adopted, second by
Howard; ROLL CALL: Harden, aye; Jones, aye; Howard, aye; Alberson,
aye; Webb, aye; motion receiving 5 ayes and no nays declared approved
and adopted by Mayor Schmitt.
Webb moved that Resolution 42-57 (calling for Special Election on
12 November 1957) be approved and adopted, second by Alberson; Roll
Call Vote: Harden, aye; Alberson, aye; Jones, aye; Hoaard, aye;
Webb, aye; motion passed by 5 to 0.

chase of land and easements of .roadways for the New Sewage Dis-
posal Plant _at a price of $7500.00, second by Hardin; approved

Webb moved that City pay Mr J R Holt $25.00 for work on Air Conditioner,

92 be placed on first reading, second by Harden; ROLL CALL VOTE:

motion approved. Ordinance 92 read for first time. Alderman
Jones moved that Ordinance 92 be accepted on first reading,
second by Alderman Howard; ROLL CALL VOTE: Schmitt, aye; Webb,
aye; Jones, aye; Harden, aye; Howard,aye; motion received 5 ayes
and no dissenting votes~: and Mayor Schmitt declared Ordinance 92
accepted on first reading.

Regular Meeting of the City Council of Jacksonville, Arkansas, met
this date, 7:30 P. M., with Mayor Schmitt presiding. Aldermen
present: Howard, Wright, Alb~rson and Harden. Aldermen absent:
Joaes and Webb.
Recorder Calhoun read the minutes of regular Council meeting s of
13 and 26 Sep.tember 1957. Harden moved that minutes be approved
as read, second by Wright; moti on carried by voice vote.
Howgr.ca. moved that Mr. C C Garner at 191 Roosevelt Road, be required
to move his garage building back on the lines as specified in the
Bill of Assurance and that he be given thirty days from this date
to move same, .second by Wright; motion approved by voice vote.
Harden moved to permit the residents living east of the city limits
to petition to be annexed to the City providing they pay their pro-
rata cost of running a water line down Sawmill (Graham) Road, t
mile beyond the present City Limits and 150 feet east of Graham
Road, second by Howard; approved by voice vote.

Wright moved to accept the plat of Liles Sub-division of the city

Wright moved that Minutes of 24 October 1957 be amended to :be.ad as
to the people east of the present City Limits of Jacksonville in
annexing to the City to read 2200 feet east on Graham Road, 300 feet
deep south and 300 feet deep east on Graham Road.
Webb moved that the City continue buying gas and oil from Magnolia
Oil 6ompany, second by Alberson; approved by voice vote.
Webb moved that insurance (on item one) on Filtration Plant be raised
from $30,000.00 to $75,000~00 and discontinue the insurance on the
wells, second by Wright; motion carried by voice vote.
Wright moved that the City of Jacksonville accept a 30 foot strip
in Harlan-Griffin Subdivision to be used as a street, second by Webb;
approved by voice vote.
Hardin moved to grant permit to Edward F Teigler, a safety consultant,
to operate business in the city por Privelege Tax of $10.00 per year,
second by Howard; approved by voice.

this date, Mayor Schmitt presiding. Alderman present: Jones, Webb,
Alberson, Wright, Howard, Harden. Minutes taken by Recorder Cal-
houn.
Motion by Wright, second by Webb that Hoffman and Watts be given
permit to operate a Pawn Shop in Jacksonville at a fee of $25.00 per
year for 1958. No fee to Qe charged for 1957, passed by voice vote.
Motion by Howard second by Alberson tha~ current utility bills be
paid both motions carried by voice vote.

that bills be paid, motion carr,•d by voice vote.
Motion by Wright second by Howard that the Garbage truck drivers and
helpers be given a $25.00 per month raise, approved by voice vote.
Motion by Wright second by Alberson that the city have · the two old
police cars polished and cleaned, the job to be done by Rhett Butler
Ford Company at the approximate price of $45.00 for both cars;
motion carried by voice vote.

12 ~DECEMBER 19 57
Regular Meeting of the City Council called to order this
date by Recorder J. c. Calhoun, as Mayor Schmitt was ab-
sent. Aldermen present: Howard, Hardin, Wright, Webb,
Jones, and Alberson. Absent: none.
Reading of minutes of October 24, 1957. Wright moved to
correct minutes insofar as the paragraph pertaining to
the salary raise of Fred Bowen, which had been correctly
typed but had been marked through with a pencil and an
incorrect~~~itten in. Minutes were corrected to read:
