All Aldermen were present and the minutes were taken by the City Recorder. [ 1 Minutes of Special Meeting of City Council, 23 December 1955, were read and Schmitt moved that minutes be approved, seconded by Nixon. Approved by Voice Vote. Motion made by Webb and seconded by Howard that old garbage truck be sold to B. W. "Spud" Petty for $110.00 which was highest bid, motion approved by voice vote. Current bills read by Mayor Schmitt. Webb moved to pay, second by Nixon; motion approved by voice vote. Motion made by Collison, seconded by Howard that City pay for paving street intersection from Main Street on Bailey Street to Brewer Street property owners to pay for Street Paving. Nixon explained that Workmen's Compensation can be added to the City employees policy for the sixteen auxiliary police at a cost of $81.60 per year. Mayor instructed City Engineer to ass i st people on this street in figuring costs and promised engine erint:· service if proper ty owners would pay cos ts of paving . Webb presented request from Planning Commission . that .Council rezone Lot 6 Block 1, Harpole Adlition from residential to business. Webb stated tllat the Planning Commission had thought and intended that the lot be zoned business about 1952. Council agreed that property should be rezoned and that r1r. Harpole should advertize the rezoning in ac- cordance with law. Council would then hold a public hearing. Fred Bowen stated tl-:cat Tecon Corporation has approximately 1500 yards of gravel which the City has been asked to bid. Council instructed ~1r. Bowen to submit bid. Ur. Bowen aaked authority to buy approximately ~~300. 00 in parts for a 3/4" to 211 tapping machine which is property of City but not in a usuable condi tj_on. Council gave approval. Beene, President of Jacksonville PTA,. and some members of the Safety Cbmmittee of the PTA, requested Council assistance in safety problems. Mrs. Beene pledged support of P'rA in trying to build a sidewalk be t·ween Grade School to High School. Mrs. Gus Raney, member of PTA, stated parallel parking in front of Fern's Style Shop would provide safer crossings for school chi ldreri. Mrs. RobeT·t Bump (PTA), recommended Dever Traffic Lights at Highway 67 and Main Street; also recommended school signs on several streets whe1~e ch:i ldren cross on way to schooil. Hollis Thearl (PTA) pecoxmnonded that an area 41 wide along Main Street between two schools be striped so that children. might waJk in thJ.s area. }'lr•s. Rog~rs (PTA) reported 5 children had bee.n bitten by dogs and asked what might be done to impr•ove situation. Hayor explained t ha t City had a pound and a truck available to pickup dogs, but that City had b~en unable to get anyone to take the job of dog catcher. Mrs. Beene requested that speed limits signs be placed on South Road. Mr.s. Beene appointed a committee of 3 to serve with cornmi ttee of 3 appointed by Mayor to get the sidevmlks building pro- gram under way. Mayor set meeting at school Principal 'Alford's Office 7:39 P. M., Tuesday, 7 February 1956, of this Committee. Civil Defense Director, Myron Traylor, requested City help in the Construction of an Obse~v~tion 'Tower on the roof of the Fire Station. Mayor promised cooperation and offered 1 room of Fire Station for use of Civil Defense. Fred Bowen reques !:ed that Council release to Oakhurst Development a V' Water Line Easement crossing the ir property west of Brown Addition. Nixon moved that Mayor be authorized to sign a quit-claim deed to Oakhurst giving them full title to this property if 'they pay ap.y or ~11 expense involved, second by Howard; VOICE VOTE: all aye, motion approved. Sanford Wilbourn of Marion Crist & Associates reported that the Filter (Water) and Sewer Disposal Plants will be taxed to capacity by summer of 1956 and recommended that City should expand these plants by end of 1957. Captain West of West Braden Stneet asked City to pay for ~~storing his front yard to original condition. This property was severely damaged by r•ain water flow due to stopped up ti.le 29 January 56. After some discussion, Captain West agreed to communicate with FHA by lettei' for action and to report to Council result of his letter. Fire Chief Hollis Therl gave report of Fire Department. Th~ Special Meeting was called to hear a report by Marion Crist of Crist and Associ a tes Engineers of the results and conclusion reached by that Firm after preparing a Survey of the City in the relation of increasing the Water and sewenage capacity of the City. Mr. Crist gave a long, detailed report on increasing water supply by putting down additional wells in an new araa and impounding water by building a dam on Bayou Meto, also the possiblity of getting water from Little :~ock. Mr. Crist gave an estimated cost of obtaining water from each source and recommended pntting down new wells. He also detailed his survey of the Sewerage disposal and his recommendations for expanding the Sewearge capacity and the estimated cost of increasing both water and Sewer.
