A special Meeting of the City Council of Jacksonville, Arkansas was
called to order by Mayor Keaton with the following members present:
Partridge, Thennes, Bond, Beard and Alberson. The Mayor read the
action against the City, filed by Jack Guest, Seaton, et al pursuant
to the col·lection of the Fire Inspection Fees. It was moved by Bond
to contest the action, seconded by Canfield, it was pass e d unanimously.
It was moved by Beard to authorize the planni~g commission to negotiate
with Professor Bonner to secure the services of the U. of Arkans .~s for
the planning work of the city. It was passed unamimously. It was moved
to adjourn.

The regular Counci.l meeting of the City of Jacksonville was called to
order by Mayor Keaton at 8:00 P. M. with the following members present:
Thennes, Beard, Bond and Canfield. Albert 11ibbs was sworn in as Civil
Defense Director of the City of Jacksonville.
Summary of Cash Receipts and Disbusements was presented for the year of
1953.
It was dis cussed whether to accept the offer of the i 1 rk-La Gas Company
to pay :~500 .00 for the pri vilee;e of d·ispens ing Natural G:·.l.S in Jacksonville
for the year of 1953-54 and pay $700.00 for the year of 1954-55. It was
moved by Alberson to acct::pt the offer, seconded by Beard, motion was carried.
The matter of a Health Officer was discussed. Mayor Keaton reported the
State Health Department would act if the City Council would back them on
condemnation. It was moved by Canfield to ask the State Health Department
to be ~alled and make thier inspections and the necessary action be taken
by the City on violations, seconded by Bond, motion carried.
It was moved by Bond to place Ordinance #44 on first reading, seconded by
Alberson, motion carried. Ordinance #'W.1. placed on first reading. It was m
moved by Beard to accept Ordinance #'44 on first reading with corrections,

The regular Council meeting of the City of Jacksonville was called to order
by Mayor Keaton.' this date, with the following members present: Beard, Can-
field, Alberson, Partridge, and Bond.
An Ordinance was introduced by Attorney Reed Williamson to regulate the Taxi•
cab business in the City of Jacksonville. Action on this was deferred until
a later date.
A notice of petition to operate a retail liquor concern in the City of Jack-
sonville was presented. It was mov•d by Bond to hear the peririon the meeting
of the 9t~ of March, seconded by Beard, motion carried.
The mayo~ stated there were discrepancies in the Ordinance providing for the
pa)'lflent of the pri vi liege tax.
It was move by Canfild to start annexation proceedings for the property recom-
mended by the City Planning -commission, seconded by Beard, motion carried.
It was moved by Bond to pay curent bills presented, seconded by Beard, motion
carried.
It was moved by Alberson to pay Marshal Crook two weeks vaoation pay for 1953,
seconded by Partridge, motion failed.

It was moved by Beard to accept the appointments of the designated people as members
of the Civil Defense AC, seconded by Bond, motion carried.
It was moved by Bond to instruct Bill Moorehead to draft lease for not less than 25
years on Potato House and lot plus adjoining lots in same block as are now available,
for a sum per year. not to exceed the amount or taxes, etc., as may be determined
by further ne~otiations with the City Council and other parties concerned. Motion
carried.

The regular monthly meeting of the City Council met this date with the follow-
ing members present: Beard, Partridge, Thennes, Canfield and Alberson with the
Mayor presiding.
Attorney Willaimson presented the petition of the First Baptist Church to close
that portion of Main Street now occupied by the Church. It was moved by Elberson
to adopt a resolution to release that portion of Main Street to the Baptist
Churoh on Which the church now sets as shown on plat and close tha allay in the
rear on which the Church now sets, seconded by Bond; roll calls Partridge, ayeJ
Beard, aye; Bond, aye; Alberson, aye; Thennes, ayeJ Canfield, aye; motion
carried.
A citizens oommittee presented their plea asking that information be given on
hiring of out of town employees of the city. The Mayor recommended a committee
be formed from the Council and citizens committee to invest5gate. These were:
Alberson, Canfield form the Council, Smart from Water Committee and Edwin Schmidt
from Citizens' Committee.
Mr. Smart of tm Water Committtee gave a report of the Water and Sewer Committee.
Fire Chief Hollis Thearl, gave a report on the Fire Departnent.

and the resolution needed to be adopted by the City Council. It was moved by

to look into the hiring policies of the city. A resolution was presented by
the Committee to' be passed by the Council setting forth the hiring policies
for the future. It was moved by Bond, Resolution fo,8, setting forth.these
policies be passed, second by Partridge; motion carried.
An application for a Trailer Court permit on behalf of Barney Elias, etc., was
presented by Moorehead. It was moved by Canfield to accept application for
the permit and refer the matter to the planning commission for action, second
by Bond. motion carried.
Mayor Keaton reappointed Lyle Marcus to the City Appeal Bo a rd for a period of
threP years and Whit Davis to serve the anexpired term of Pierce Oliver. It
was moved by Canfirld the above appointments be accepted, second by Thennes,
motion carried.

with Canfield acting recorder.
Attorney Wm. Moorehead presented new ordinance im behalf of the Water & Sewer
Committee on grGunds that the previous one was incorrect. Stated tha~ first
necessary to repeal -#=Ordinance 49 as drawn then pass new Ordinance -//:49 as
presented. It was later learned that Ordinance #50 was the correct number of
the Ordiance that was incorrectly drawn and Ordinance /1=51 was the corrected
Ordinance. Motion was made by Beard to repeal Ordinance #50, second by Bond,

tridge and Beard, with the Mayor presiiing;.

Resolution fo9-54 was presented to authorize the Water and Water Commission to
execute a. contract with the United States to provide water and sewer service
to the airbase. It wa s moved by Bond that Resolution ·//'9 be adopted, seconded
by Canfield; mc;>tion carried.
Resolutj_on 4/:10-54 was presented as a supplement to //=9-54 to authorize the vYater
and Sewer Committe to execute the contracts. It was moved by Canfield to adopt
Resolution #10, second by Thenness motion carried.
Attorney Wm. Moorehead presented the plans for 47 'frailers, Inc., as recommend-
ed by the Planning Commission. It was moved by Alberson to grant a temp·orary
permit to the 47 Trailers, Inc., to build a trailer court, to be located ap-
proximately 150' North and 100' to 200'· West of the intersection of Brewer
Street extended and the probable new highway, the exact location to conform to
the street plan area; plans to be approved by the City Council before con-
struction begins, seconded by Beard; Roll Call: Canfield, nay; Thennes, aye;
Bond, nay; Partridge, Naye; Alberson, aye; Beard, aye; the Mayor voted aye;
motion carried by a vote of 1-t to 3.
It was moved by Alberson to retain Scotland Katrosh as City Clerk at a salary
of $225 per month, second by Canfield, motion carried.

SPECIAL MEETING
A special meeting of the City Council of Jacksonville was called for June 29,
7:30PM with following members present: The~es, Alberson, Beard, Bond, Can-
field.
Mr. Gould, representing the Corps of Engineers discussed the possibility of
obtaining a thirty day extension concerning the water line to the Air Base.
Council declined to act until the Water Commissioners could be breifed on
the details.
The resignations of Albert R· Hibbs, and A F Crowell from the City Planning
Commission were discussed. Beard made motion to accept resignations, second-
ed by Canfield, all voted aye, motion carried. After further discussion it
was decided to wait until all members were present before official acceptance
was adopted.

The regular meeting of the City Council of Jacksonville, Arkansas met this
date with following members present: Partridge, Bond, Beard, Canfield, Al-
berson, with the Mayor presiding. Current bills were read and approved and
it was move 0 by Canfield, second by Beard, to pay the r e; motion carried.
Discussion was opened on oiling streets and it wa.s decided to ask the property
owners to pay 50 per cent of the costs of doing so.
Eael Whiting was appointed to finish out the term of Albert Hibbs on the City
Planning Commission, and Roy Hackett to finish out the term of A F Crowell •
T P White was appointed to finsh term of A F Crowell on the Appeal Board. It
was moved by Canfield, seconded by Beard to approve these appointments, motion
carried.

Mr. Smithwick presented his problem of building his houses in the Jones ad-
dition with less than ten fec-lt between. He was advised to bring the h ruses
into complianc.e with the city Ordinance.

the Government to construct a sewer line across a City right-of-way, seconded

of a dog bite suffered by the child . of William Pearson, through the neglect
of the Marshalls in not .forwarding the head of the dog to be examined,

It was .moved by Bond to grant a request for rezoning by citizens as follows:
L·ots 1, 2, 3, 4, 5 and 6, and 17 in Block 2; Lots L, 2, 3, 4, 6, and 15 in

Balance will teceive favorable consideration when replats, public hearing and

October 7, 1954
A Special Meeting of the' City Council of Jacksonville met this date with the
following members present: Canfield, Alberson, Partridge, Beard and Bond and
Thennes; members of the City Water Department : A. E. Sidwell, and J. R.
McCabe; Mr. c. w. Kuenhart, representi~g the u. S. Government. Mayor Keaton
presided.
Dr •. Sidwell presented the plan of the u. s. Government whereby the Water and
Sewer System of the city would be enlarged to serve the new airbase. It was
moved by Bond the.t Resolution #11 (#11-54) dealing with a charge for water
Service in the amount of $6.78, second by Thennes, motion carried.
It was moved by Alberson to rescind Resolution# 10 (10-54) pertaining to the
Sewer Contract with the U. s. Government, second by Partridge; motlon carried.
It was moved by Bond to adopt Resolution #12 (://=12-54) authorizing the · .Jackson-
ville Water and Sewer Commission to enter into a contract with the U •. s.
Government for sewer treatment of the u. S. Airbase, second by Beard, motion
carried.
It was moved by Bond to rescind Resolution #9 (#9-54) which authorized the
Jacksonville Water and Sewer Commission to enter into a contract with the u. s.
Government to serve the airbase with water, second by Beard; motion carried.
It was movedby Partridge that Resolution :/1=13 (#13-54) which authorizes the Water
and Sewer Committee to enter into a contract to serve the Airbase with water,
be adopted, second by Beard; and it is the understanding of the Council that
Paragraph #2 implies the Water and Sewer Committee has the authority to house
the new filtration facilities in a permanent type structure and it was the under
standing of the U. S. Government representative present that this is true,
motion carried.

an ordinance to prohibit the operation of Pin Ball Machines in the City
of Jacksonville, second by Canfield; motion carried. The motion was then
withdrawn. It was moved by Alb Prson t1-u1t Resolution #17-54 to place on
the ballot in the Novem ber 2 election the question of whether to prohibit
coin operated machines and pin ball machines in t'"e City of Jacksonville,
second by Canfield; motion carried. It was moved by Beard to pay current
bills read, second by Canfield .: motion carried.
Bids were opened on the proposed purchase of a new fire truck. After bids
were opened the apparrent low bid was Carder-White Auto Sales Co., and it
was decided to accept their bid. It was moved b y Canfjeld to accept this
bid, second by Alberson; motion carrried.

It wu s moved by Canfield--to re peal Ordinance 4/=56, which divided Ward 3· of
the City into Wards 3 & 4, S$!COncf by Bond; roll call, all votes ayes, the
moti on carried. Ordinam c e #5 6 wa s repealed.
It was moved by Alberson that Resolution -!f-19-54 be adopted,l seoond by Mr.
Thennes. This Resolution granted a temporary permit to c. L. Hudson to
build and operate a Trailer Court on his property, roll call, all ayes,
Motion carried' Resolution '#=19-54 was adopted.
Bond introduced a letter from Dupree Developement Company asking changes
in the Dupree West Subdivision. It was moved by Beard to Adopt Resolution
4/=20-54, dealing with the . reauested changes as read, second by PartridgeJ
on roll call, all being aye, Reslution #20-54 was adopted.
Ordinance f/:57 which zoned the area around the Little Rock Air Base was in-
troduced by the Mayor. It was moved by Bond to place Ordinance #57 on
first reading, second by Alberson; on roll call, all being ayes, motion
carried. Af ter reading, it was moved by Bond to accept Ordinance 4f-57 on
the first reading, second by ThennesJ on roll call, all being ayes, the
motion carried.
It was moved by Beard the SouthwesternTelephone be instructed to install
a four-party telephone with an unlisted number in addition to the present
phone at the fire station, second by Alberson; motion carried.
The Mayor read Resolution #21-.54 from the Jacksonville Water and Sewer
Commission asking they be authorized to initiate refunding of the present
revenue bonded indebtness of the Jaoksoville Waterrworks and Sewer System
in order to provide additional funds for improvements. It was moved by
Canfield Resolut'i.on i/:21-54 be adopted, second by Bond; all ayes. on roll
call, motion was carried.
It was moved by Canfield t hn t the action of dismissing Marshall Crook as
of December 1, be up-held, second by Bond; on roll call, Beard , aye;

A special meeting of the Jacksonville City Council and the Planning
Commission met this date at the City Hall with the following members
present: Beard, Bond, Thennes, Partridge, with the Mayor presiding.
Members of the Planning Commission present were: Whiting, Bond, White,
Monroe, Hackett, Sidwell, Davis, Henry and Traylor. The question .con-
cerning house numbering and street naming was discussed. T. p. White
and A. E. Sidwell were named to work with Fred Bowen to establish the
plan presentd by Bowen conoering consistent names for streets.
The Mayor appointed Dwight Brewer to the Water and Sewer Commission
for a term of ·six (6) years. It was moved by Bea.rd to confirm the
appointment, second by Partridge; motion carried•
