1952' January a, 1952 CITY OF JACKSONVILLE Council Meeting A meeting of the Jacksonville City Council w-as called to order by Mayor Cramer at 7:30 P.M. on January 8, 1952. The aldermen present were William Albernon, T. P. '\l'fuite, Ted Pardee, Wayman Schmitt, Fred Grimm and C. C. Bullington. First act of business was presentation of a bill by Mr. J. S. Winters for dog catching in the year of 1951. Motion was made by Ted Pardee an~ seconded by VfaYJnan Solunitt to pay said bill. Approval was voted by voice vote. The question in rer,ard to Fire Department Purchasing was discusse&. It was agreed to allow purchases up to $10.00 to be done by the Fire Chief. Any and all other to be done by the Council. Fire committee was to check on answering calls outside of city. Alderman Ted Pardee was elected to be City Treasurer and is to be bonaed. along with City Clerk and City Marshall. The question of free license plates for City employees was settled. Motion was made by Wayman Schmitt, seconded by c. c. Bullington that rt.rs. Blanch~ Bailey ·w-as to receive the only free license. The council votegl Unanimously l>y voice vote. Motion made by Ted Pardee, seconded by T. P. White that Mayor appoint all corrumittees; Budget, Sanitation, Jail, and all standing committees. Motion made by T. P. White, seconded by c. c. Bullington to have wiring a.t Fire Sta:tion fixed. ·William Alberson was appointed to work with Ji'ire Chief on this job. The salary of City Marshall was discussed. Motion made by T. P. White seconded by Ted Pardee that the followin[~ fees would be satisfactory: $200.00 per month plus $1.00 for arrest plus $1.00 f'or conviction plus $1.00 for court cost. Appointments were approved by voice vote of council. Mr. Chandler was a visitor and made a short talk in regard to Arkansas Power and Light. All orders on previous street lights are to be installed, starting within 10 days. The jail committee report was shelvet until next regular meeting. The street committee report was discussed for some time alonb with the idea of a bond issue to repair all streets. A motion was made by Ted Parciee, seconded by T. P. Vfuite to shelve all discussion on Dupree Con- tract to the City. Motion approved by voice vote of council. M. Mayor Cramer read all correspondence from Washington officials. The minutes were read by the Recorder and a motion was made by William Alberson and seconded by T. P. lhite to accept minutes as read. Motion was approved by voice vote of Council. Mr. Lyle Marcus was a visitor and discussed the possibility of locating a liquor store within the City Limits of Jacksonville. The question was shelved until next regular meeting night. k motion was made by William Alberson and seconded by T. P. White to have M. K· Construction Company repair City streets at a cost of $20.00 a ton. Mr. Reed Williamson, City Attorney, made a report on bond issue. Nominations were heard for ~n Alderman from Ward One: Mr. Fred Grimm nominated Mr. Hendrixs and Mr· w. M. Alberson nominated Mr. Pierce Oliver. Mr. Matthew Thennes was nominated by Ted Pardee for Alderman from Ward Two. The financial report was read by Ted Pardee, City Treasurer. Aldermen present were Ted Pardee, William Alberson, T. p. White, and Fred Grimm. The first order of business was to elect an alderman for both Ward One and Ward Two. Mr. Pierce Oliver was elected from Ward One and Mr. Matthew Thennes from Ward Two. Mr. Oliver and Mr. Thennes were sworn in by Mayor Cramer. Mayor Cramer introduced Ordinance *56, an ordinance amending Ordinance *41• Mayor Cramer read the ordinance in its' entirety for the first time. Alderman William Alberson made a motion that the rules be suspended and the ordinance placed on it's second reading. The motion was seconded by Alderman Thennes. Mr. Bart Gray and Mr. Pat Wilson appealed to the City Council for representation of the City at the Public Service Commission hearing on increased rates of the Southwestern States Telephone Company in Jacksonville. Our City Attorney, Mr. Reed Williamson was appointed. Mayor Cramer read a letter from the General Services Administration with reference to the garbage disposal area in the Arkansas Ordnance Plant area. M. on April 3 by Mayor Cramer. Mr· Compton of the Arkanse.s I,ouisiana Gas Company presented an ordinance establishing an occupation tax for the Arkansas Louisiana Gas Company. Said tax of $250.00 per year is due and payable in advance during July of each year. The ordinance was read in its entirety for the first reading. A motion was made by T. P. White and seconded by t. p. Oliver to accept the ordinance. The second and third reading to come at another meeting. The vote was as follows: White -Aye, Pardee -Aye, Thennes -Aye, Alberson -Aye and Oliver -Aye. The motion was carried by unanimous vote. Mr. Vernon J. Giss of the w. R. Stephens Investment Company, Inc. explained the proposed bond issue for streets of Jacksonville. The contract was dis- cussed by members of the Council & Mr. Giss. Mr. Ted Pardee made a motion that the w. R. Stephens Company be hired and ·the contract between the City of Jacksonville and w. R· Stephens Investment Company, Inc. be accepted. The motion was seconded qy T. p. White.· The votes were as follows: Ted Pardee -Aye, -white -Aye, Matthew Thennes -Aye, w. M· Alberson -Aye, o. p. Oliver -Aye. The motion was voted unanimously. Mr. Joe Lamorgese asked the Council to move a fire plug from his yard at 116 Jaxon Circle. The request was referred to the Fire Department Committee and the committee is to give a report at the next meeting. Mr. w. M. Alberson of the street committee gave a short report. Street work will have to be postponed because of low funds. Mr. Williams of the M. K. Construction Company talked about some of the drainage problems, the bad intersections and the amount of materials needed for each inter- section. Mr. Pierce Oliver nominated Mr. R· G. Dunn to serve as Alderman from Ward One in the place of Mr. Fred Grimm who resigned. The motion was seconded by T. p. White. The vote was unanimous. · Mr. William Alberson made a motion that the City Council ask Mayor Cramer to purchase the Standard Workman's Compensation Insurance for all City employees. Mr. Thennes made a second to th~ motion and the vote was unan- imous. A motion was made by Mr. w. M. Alberson and seconded by Mr. Matthew Thennes that the Council accept the zoning procedure as presented by the zoning committee. The motion was passed unanimously. The follo\ving streets were renamed by common consent: The street sometimes called Locust was renamed Main. The Main Street runs from Elm to Harris Street and where Main divides, it ·will be West Main South and West Main North. Short Street shall run from McArthur Drive between Lots 1 & 2 to the West Boundry of Bond Addition. McArthur Drive to be extended on northward turning to the left and extending on to the City Limits. Gregory Road runs from Hiway 67 instead of turning to the right, where MBArthur Drive goes straight on West to the end of the Street. 23 ' , .n u Page 2 April 3, 1952 Ted Pardee made a motion that the Council buy a file cabinet with look for the Recorders records. The second was made by William Alberson and motion was carried by unanimous vote. A motion was made by William Alberson and seconded by Ted Pardee that a new look be put on the City Hall. The. motion was carried by voice vote • ..tll current bills were approved except Martin's Service Station and the bill for forms ordered by Civil Service Commission. Mr. Martin's bill is to be paid upon correction. Mr. J. T. Winters was to come and present his bill for the dogs impounded by him, at the next meeting. M. on April 8, 1952• The following officials were present:· Matthew Thennes, Ted Pardee, T. P. White, W. M. Alberson an~ L• P. Oliver. The Recox·cl.er D. H. Aclams was absent and in the absence of Recorder Adams, the Ciijy secretary, Mrs. Coil, was asked to take the minutes. lu. R. G. Dunn was also present and was sworn in as Alderman from Warcl One to take the place of Mr., Fred Grimm who resigned.. Mr. J. T. Winters presented his bill for dog catching in the amount of $;1.43.00 a motion was made by T. P. White and seconcied by w. M. Alberson to pay this bill. The motion was carrieQ. by unanimous vote. The Arkansas Louisiana Gas Company orcl.inance was read for the second time in its entirety. A motion was made by w. M. Alberson and seconded by Matthew Thennes to pay Mr. Canfield for 10 hours of ditch work at 75¢ per hour. The motion was passed by voice vote. Mr. Cramer tolci the council of a talk with Mr. Max Mehlberger, Consult- ing Engineer, about employinp; an engineer to prepare specifications, costs, etc. and supervise our proposed strec?t improvements. The Council had a discussion pertaining to the hiring of a Consulting Engineer but there was no motion or vote. Mr. J. v. Satterfield of the Jacksonville ·v:rater Company gave the Council some facts and figures concerning the water company. Mr. Satterfield began his talk from time of the bidding on the water works and. brought the Council up to dute on the expanding of the water and sewer lines. The Fire Department Fund in the People's National Bunk and the New Braunfels, Texas case was also discussed. The contract with Mr. Satter- field and others for operating the City's water and sewar;e systems was read nnd discussed. The question of the City's exercising it's right to cancel the contract and assmne operation of the system was raised and discussed as was also con&itions uncl.er which this mir;ht be accomplished. No action was taken. Mr. Vernon J. Giss of theY{. R. Stephens Investment 'co., Inc. was present at the meeting. The Mayor stated that one of the purposes of the meetine was to consider the question of the issuance of bonds under Amentment No. 13 for the purpose of constructing and improving s:treets and alleys within the corpor- ate limits of the City. He further stated. that before takint=; any action concernine; the proposed. , bonds, it was advisable that the City adopt an oreiinance limiting the time within which refereneium petitions can be filed. Current bills were presented, and approved by the Council. The Electrical Code ordinance was discussed but postponed until the next meeting. M. by ~ayor W. F. Cramer. Aldermen presen·l:; were ·Pierce Oliver, Mat Thennes, T. P. White and R. G. Dunn. An ordinance to establish a City Planning Commission was introduced by Mayor Cramer. The Arkansas State Laws pertaining to powers and duties of a municipal planning corrmission were read by Mayor Cramer. A motion was made by Mr. Oliver and seconded by Mr. Thennes to suspend the rules and proceed with the second reading. The roll call vote was as follows: Oliver -Aye, Thennes -Aye, White -Aye, Dunn -Aye. The vote was unanimous and the Mayor proceeded with the second reading, A motion was made by Alderman White with a second by Mr. Oliver to suspend the rules and proceed with the third reading of the ordinance, and the roll call was as follows: Oliver -Aye, Thennes -Aye, White - Aye, Dunn -Aye. Passed unanimously and the third res.dine~ was made. The Mayor then asked the question shall the ordinance pass? All votes were Aye and the ordinance was passed unanimou.sly.
