24 NOV 12 CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING NOVEMBER 12, 2024 6:30 P.M. – 6:36 P.M. OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in a regular session on November 12, 2024. Chairman Moore opened the meeting at approximately 6:30 p.m. expressing appreciation to those in attendance. ROLL CALL: Commissioners Mike Dietz, William Montgomery, Billy Hall, Jim Oakley, and Chairman Jim Moore were present and answered ROLL CALL. Chairman Moore declared a quorum. PRESENT (5) with chair, ABSENT (4). CORRECTION AND/OR APPROVAL OF MINUTES: Council Member Dietz moved, seconded by Commissioner Oakley to approve the minutes of October 14, 2024 as presented. MOTION CARRIED. PUBLIC HEARING(S): REZONING 300 Noble Road from R-0 to R-6 Chairman Moore opened the public hearing at approximately 6:31 p.m. City Engineer Adam Whitlow recalled when this property was annexed, it was all brought in as R-0, but all the surrounding land use is an R-6 use that has mobile homes on all of the adjacent properties. He confirmed the property was properly advertised and posted, no phone calls were received regarding the request, and the property is shown as residential on the Land Use Plan. He noted previous similar rezones were 308 and 312 Valentine Road and that Staff has no objection to recommendation to City Council due to similar properties in the area. Representative RE/MAX Homefinders Real Estate Broker Rick White stated he has had this property listed for just under a year and a half, recalling 30-40 people interested that all wanted to put a mobile home on it, but they did not want to wait on the rezoning process. Chairman Moore closed the public at approximately 6:36 p.m. Council Member Dietz moved, seconded by Commissioner Hall to approve the rezoning of 300 Noble Road from R-0 to R-6, as requested. MOTION CARRIED.
