24 OCT 14 CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING OCTOBER 14, 2024 6:30 P.M. – 6:39 P.M. OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in a regular session on October 14, 2024. Chairman Moore opened the meeting at approximately 6:30 p.m. expressing appreciation to those in attendance. ROLL CALL: Commissioners Mike Dietz, William Montgomery, Billy Hall, Jim Oakley, Jeff Twitty, Zeke Brown, Greg Bollen, and Chairman Jim Moore were present and answered ROLL CALL. Chairman Moore declared a quorum. PRESENT (8) with chair, ABSENT (1). CORRECTION AND/OR APPROVAL OF MINUTES: Council Member Dietz moved, seconded by Commissioner Montgomery to approve the minutes of September 9, 2024 as presented. MOTION CARRIED. PUBLIC HEARING(S): REQUEST TO APPROVE PLAT(S): FINAL PLAT Cornerstone Place Subdivision City Engineer Adam Whitlow stated the petitioner is requesting the final plat approval for Lots 1 and 2 of Cornerstone Place Subdivision. He explained the owner is responsible for coordination with the United States Postal Service for mail service, they need to provide geometry references for proposed waterline easement, drainage improvements as- builts, Water and Sewer Acceptance prior to recording of final plat, and a Bill of Assurance. He mentioned that structures shown on Lot 1 are not complete to date, noting any acceptance of this final plat in no way is intended as an approval of such and all final inspections and subsequent Certificates of Occupancy will be required to be issued prior to occupancy. He brought up that a meeting to be attended by City Staff, Project Engineer, Owner/Developer, and Stakeholders is required to be scheduled in order to update the status of structures, signage, lighting, landscape, etc. He confirmed his Staff supports approval of this project contingent upon the aforementioned approvals. Chairman Moore recalled the Commission approving the preliminary plat in 2015 and 2018. Representative Stacy Akin with Tyler Group LLC explained there are three buildings there now on Lot 1 and there will be four additional that will be built identical. Commissioner Bollen recommended updating the exteriors of the buildings to be more aesthetically pleasing. Chairman Moore noted Lot 2 is zoned commercial. Engineer Whitlow explained, typically, the Commission would see the final plat before the City would issue a building permit, but from his understanding, there were financing issues and it was allowed to move forward. He confirmed the site plan will need approval in the future, but it does not have any affect on the plat itself. Oakley mentioned Water and Wastewater approval, he replied it is one of the contingencies. He believes the infrastructure has been installed, but they will tie-on to the Improvement District; that is part of why the construction was allowed to move forward prior to final plat. Council Member Dietz moved, seconded by Commissioner Montgomery to approve the final plat of Cornerstone Place Subdivision contingent on the owner being responsible for coordination with the United States Postal Service for mail service, providing geometry references for proposed waterline easement, providing drainage improvements as- builts, providing Water and Sewer Acceptance prior to recording of final plat, providing a Bill of Assurance, all final inspections and subsequent Certificates of Occupancy will be required to be issued prior to occupancy, and attendance by City Staff, Project Engineer, Owner/Developer, and Stakeholders is required to be scheduled in order to update the status of structures, signage, lighting, landscape, etc. MOTION CARRIED. BUILDING PERMIT(S): GENERAL: ANNOUNCEMENT(S): Chairman Moore announced that since the next regularly scheduled meeting falls on Veterans Day, Monday, November thth 11, it will be moved to Tuesday, November 12.
