1777ORDINANCE NO. 1777 (#06 - 2025) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF A HEAVY EQUIPMENT TRAILER FOR THE JACKSONVILLE STREET DEPARTMENT; FOR APPROPRIATE IMPLEMENTATION AND ACCESS FOR THE JACKSONVILLE STREET DEPARTMENT AND CITY OF JACKSONVILLE REPRESENTATIVES; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. WHEREAS, the City has determined that acquiring a heavy equipment trailer for the Jacksonville Street Department is necessary for efficient operations and that traditional competitive bidding is impractical due to the nature of trailer manufacturing and the lack of Sourcewell-approved vendors; and WHEREAS, the Director of Engineering & Public Works has obtained comparative quotes from multiple vendors, with Overbilt Trailer Company submitting the lowest quote at $39,868.00, while other comparable quotes ranged from $45,360.00 to $46,820.00; and WHEREAS, obtaining the equipment in a timely manner is essential to maintaining public works operations and avoiding delays associated with the formal bidding process; NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: Competitive bidding for the purchase of a Heavy Equipment Trailer for the Street Department is hereby found and declared to be unfeasible, impractical, and not in the best interest of the City. SECTION TWO: Competitive bidding is hereby waived pursuant to ACA § 14- 47-183 to authorize the purchase of a Heavy Equipment Trailer from Overbilt Trailer Company at a cost of Thirty -Nine Thousand Eight Hundred Sixty -Eight Dollars ($39,868.00), plus applicable taxes and fees. The mayor and/or his authorized representative(s) are hereby authorized to execute all necessary documents to complete the purchase. SECTION THREE: All Ordinances, parts of Ordinances, or previous actions taken by said Council in conflict herewith are hereby repealed to the extent of such conflict. SECTION FOUR: The immediate need for this equipment is necessary for the continued efficient delivery of public services and to ensure the health, safety, and welfare of the citizens of Jacksonville. Therefore, an emergency is hereby declared, and this Ordinance shall be in force and effect from and after its date of passage.
