0849RESOLUTION NO. 849 (#07 - 2024) A RESOLUTION OF THE CITY OF JACKSONVILLE, ARKANSAS SUPPORTING THE WOOTEN ROAD PROJECT AND COMMITTING LOCAL MATCH FUNDS FOR THE SUBURBAN COMMERCIAL STREET IMPROVEMENT PROJECT; AND, FOR OTHER PURPOSES. WHEREAS, the City of Jacksonville recognizes the need for the Wooten Road Project to improve transportation infrastructure, enhance safety, and support economic development within the city; and WHEREAS, the Suburban Commercial Street project aligns with the City's goals of promoting mobility, reducing traffic congestion, and providing safe, multimodal transportation options for residents and visitors; and WHEREAS, the City of Jacksonville has identified the Wooten Road Project as a priority and has reviewed all aspects of the project, including rights-of-way, utilities relocations, design considerations, and the character of the street and adjacent land uses; and WHEREAS, the Wooten Road Project is eligible for up to 80% federal funding through the Surface Transportation Block Grant (STBG) and Carbon Reduction Program (CRP), with the City of Jacksonville committing to provide the required local match of at least 20% of the eligible project costs in cash; and WHEREAS, the City of Jacksonville is prepared to meet all project development requirements and commit to the project schedule to ensure the obligation of funds by September 2025; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: The City of Jacksonville hereby expresses its strong support for the Wooten Road Project and acknowledges its significance to the community. SECTION TWO: The City of Jacksonville commits to providing the required local match of at least 20% of the eligible project costs in cash, as well as any additional costs that may arise beyond the federal funding provided. SECTION THREE: The City of Jacksonville authorizes the submission of the Wooten Road Project application to Metroplan for consideration under the Surface Transportation Block Grant (STBG) and Carbon Reduction Program (CRP) for Federal Fiscal Year 2025. RESOLUTION NO. 849 (907 — 2024) Page Two SECTION FOUR: The City of Jacksonville commits to the project schedule, including the completion of design work and any necessary environmental and right-of-way clearances, to ensure the project is ready for obligation by September 2025. SECTION FIVE: The City of Jacksonville will work collaboratively with Metroplan, the Arkansas Department of Transportation (ARDOT), and other stakeholders to successfully implement the Wooten Road Project. SECTION SIX: Any other Resolutions in conflict herewith are hereby repealed to the extent of said conflict. This Resolution shall be in effect from and after its date of passage.
