REGULAR PLANNING COMMISSION MEETING
APRIL 8, 2024

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in a
regular session on April 8, 2024. Chairman Moore opened the meeting at
approximately 6:30 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Mike Dietz, Billy Hall, Tanner Ruple, Jim
Oakley, Jeff Twitty, and Chairman Jim Moore were present and answered
ROLL CALL. Chairman Moore declared a quorum. PRESENT (6) with chair,
ABSENT (3).
CORRECTION AND/OR APPROVAL OF MINUTES: Commissioner Oakley moved,
seconded by Council Member Dietz to approve the minutes of March 11,
2024 as presented. MOTION CARRIED.
PUBLIC HEARING(S): CONDITIONAL USE 417 West Main Street used car
lot/auto repair in C-2 zone
Chairman Moore opened the public hearing at approximately 6:31 p.m.
Real Estate Broker with Re/Max Affiliates Ron Jones recalled being
before the Commission previously, but the tenant did not work out. He
stated this would be a smaller operation, noting they already have a
signed lease and site map. He explained it will be one owner and one
employee, adding that the tenant Tim Gibson had a shop here with a
conditional use permit, but is moving to this location with a signed
th
two-year lease. He explained the business will start on April 15, but
will move early if they get approval from the City. He detailed that
the lot already has a lift, two bays, a small office, and is totally
fenced around it. He related that light auto repair, tire and oil
changes, etc. will be performed since Mr. Gibson is not a major
overhauler. He mentioned the oil disposal will have to be arranged,
just like they did with the tires left there previously. He told how
the property owner, Cosme Rios, lives in Virginia, but has aspirations
of moving to Jacksonville, having bought a second lot recently.
Discussion ensued where it was determined that Mr. Gibson’s lot was on
Dupree Drive, where it was an auto repair shop and beauty shop in the
same building.
Council Member Dietz recommended when they approve permits, there be a
30-45 day follow-up to ensure they are abiding by the conditions.
Petitioner Tim Gibson brought up his location at 205 Dupree Drive
where he did mostly mechanic work for a while to build himself back
up. He shared that he went through a divorce, confirming he will not
have the beauty shop at this location.
Commissioner Hall recalled when they approved his Dupree Drive
location, they did not want parts on the ground, etc., but immediately
there were. He stressed they do not want that on Main Street.

Mr. Gibson assured he is more focused and organized on that. He stated
he does a lot of work with Chevrolets, but he is older, so he will not
be doing transmissions or big projects like that; just small under the
hood work. He told how he has been working on cars since he was 14,
and now that he is 52, he is tired of it. He related that he buys
trade-in cars from Gwatney Chevrolet, Gwatney Buick, and Frank
Fletcher. He mentioned he would keep customer cars around the back,
noting he will not have more than 6-7 for sale at a time.
City Engineer Adam Whitlow recalled last time the condition was that
they provide a site map to the Engineering Department and they would
set the conditions of maximum occupancy. He reminded the Commission
they can set detailed conditions required to be complied with.
When asked about disposal, Mr. Gibson responded that O’Reilly’s and
Auto Zone takes the oil for free, as long as antifreeze is not mixed
in, and he could take the tires to the City’s Recycling Center;
although he will not be doing much tire work since he does not have
the equipment or desire to.
Chairman Moore closed the public hearing at approximately 6:53 p.m.
Council Member Dietz moved, seconded by Commissioner Oakley to approve
the conditional use for a used car lot/auto repair in a C-2 zone for
417 West Main Street contingent on review and approval by the
Engineering Department. MOTION CARRIED.
REQUEST TO APPROVE PLAT(S): FINAL PLAT Lee Mac Estates
Representative Jason Scheffer with Halff Associates stated Brian Vines
spoke with Engineer Whitlow regarding the as-builts.
Engineer Whitlow confirmed they met requirements and Staff recommends
approval.
Commissioner Oakley moved, seconded by Commissioner Ruple to approve
the final plat of Lee Mac Estates as presented. MOTION CARRIED.
