AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR ROOF REMOVAL
AND REPLACEMENT FOR A CITY OF JACKSONVILLE BUILDING LOCATED
AT 200 DUPREE DRIVE, AND VARIOUS OTHER REPAIRS; FOR APPROPRIATE
IMPLEMENTATION AND ACCESS FOR DEPARTMENT AND CITY OF
JACKSONVILLE REPRESENTATIVES; DECLARING AN EMERGENCY; AND,
FOR OTHER PURPOSES.
WHEREAS, repairs to the City -owned building located at 200 Dupree Drive
(Building) are necessary to restore it to a safe and functional condition for the benefit and
enjoyment of the community; and
WHEREAS, the repairs required for Building are urgent and time -sensitive due to
the impact on public safety and the need to resume regular operations promptly; and
WHEREAS, the City, in its best efforts to secure the lowest possible price, has
obtained quotes, the lowest of which is presented herein; and
WHEREAS, the Jacksonville Building Maintenance Department asks City Council
to waive competitive bidding and request they be allowed to contract with Raintight Roofing,
Inc.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: Competitive bidding for the removal of existing roof and
shingles, installation of roof insulation board, installation of new roof and drains, and various
other repairs by the Jacksonville Building Maintenance Department would be untimely,
making said competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA § 14-
58-303, to authorize contracting for Dupree Park repairs referenced in the attached quote for
the Jacksonville Building Maintenance Department. Authorization is hereby given to the
Mayor and/or his authorized representative(s) to enter into contract with Raintight Roofing,
Inc. not to exceed Eighty -One Thousand Nine Hundred Dollars ($81,900), plus any
applicable taxes.
SECTION THREE: All Ordinances, parts of Ordinances, or previous actions
taken by said Council in conflict herewith are hereby repealed to the extent of such conflict.
SECTION FOUR: This Ordinance, necessary for the continued efficient delivery
of public services and for the benefit, health, safety, and welfare of the citizens of
Jacksonville, should be implemented immediately. Therefore, an emergency is hereby
declared, and this Ordinance shall be in force and effect from and after its date of passage.
