REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in a regular
session on November 17, 2022 at the regular meeting place of the City
Council. Jeff Elmore delivered the invocation and Mayor Johnson led a
standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: City Council Members: Blevins, Sansing, Ray, Mashburn, Traylor,
Twitty, and Rains answered ROLL CALL. Mayor Johnson also answered ROLL CALL
declaring a quorum. PRESENT EIGHT (8) ABSENT (2). Council Member Dietz arrived
at approximately 6:03 p.m. Council Members Bolden and Smith were absent.
Others present for the meeting were: City Attorney Stephanie Friedman,
Finance Director Cheryl Erkel, Fire Chief Alan Laughy, Police Chief Brett
Hibbs, City Engineer Adam Whitlow, Parks and Recreation Director Kevin House,
Human Resource Director Charlette Nelson, CDBG Director Benita Bosier-Ingram,
Animal Control Manager Jamie Parker, Lieutenant Ryan Wright, IT Director
Emily Osment, Jeff Elmore, Jim Moore, and Johnny Simpson.
PRESENTATION OF MINUTES: Mayor Johnson presented the minutes of the regularly
scheduled City Council meeting of November 3, 2022 for approval and/or
correction at the next regularly scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES: Council Member Ray moved, seconded by
Council Member Sansing that the minutes of the regularly scheduled City
Council meeting of October 20, 2022 be APPROVED. MOTION CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/FIRE DEPARTMENT
Council Member Ray moved, seconded by Council Member Mashburn to approve the
regular monthly report for October 2022 from the Jacksonville Fire Department,
reflecting a fire loss of $56,400.00 and a savings total of $1,103,600.00.
REGULAR MONTHLY REPORT/POLICE DEPARTMENT
Council Member Ray moved, seconded by Council Member Mashburn to approve the
Regular Monthly Report for October 2022 regarding annual crime statistical
comparisons.
REGULAR MONTHLY REPORT/CODE ENFORCEMENT
Council Member Ray moved, seconded by Council Member Mashburn to approve the
regular monthly report as presented for October 2022.

PLANNING COMMISSION: ORDINANCE 1713 (#32-2022)
AN ORDINANCE RECLASSIFYING PROPERTY IN THE CITY OF JACKSONVILLE, ARKANSAS
(PARCEL LOCATED AT 873 JANE DRIVE); AMENDING ORDINANCE NOS. 213 AND 238 AND
THE LAND USE MAP OF THE CITY OF JACKSONVILLE, ARKANSAS; DECLARING AN
EMERGENCY; AND, FOR OTHER PURPOSES.
Council Member Ray moved, seconded by Council Member Rains to place Ordinance
1713 on FIRST READING. ROLL CALL: Council Member Blevins, Sansing, Ray,
Mashburn, Traylor, Twitty, and Rains voted AYE. (0) voted NAY. MOTION
CARRIED. Whereupon City Attorney Friedman read the heading of Ordinance 1713.
Mayor Johnson reminded City Council this is land the City owns that will be
swapped with the Knight family in order to get the lots off Gray Street. He
noted that most of the houses around this, if not all, are duplexes so they
are requesting to rezone it to R-2 for a duplex. He added that the other
property involved in the swap is on Lenora Street and is already zoned R-2.
Council Member Ray moved, seconded by Council Member Sansing to APPROVE
Ordinance 1713 on FIRST READING and SUSPEND THE RULES and place Ordinance
1713 on SECOND READING. ROLL CALL: Council Member Blevins, Sansing, Ray,
Mashburn, Traylor, Twitty, and Rains voted AYE. MOTION CARRIED.
Council Member Dietz arrived at this time of 6:03 p.m.

Ordinance 1713 on SECOND READING and SUSPEND THE RULES and place Ordinance
1713 on THIRD AND FINAL READING. ROLL CALL: Council Member Dietz, Blevins,
Sansing, Ray, Mashburn, Traylor, Twitty, and Rains voted AYE. MOTION CARRIED.
Council Member Ray moved, seconded by Council Member Sansing to APPROVE AND
ADOPT Ordinance 1713 in its entirety. ROLL CALL: Council Member Dietz,

ORDINANCE 1713 (#32-2022) APPROVED AND ADOPTED THIS 17 DAY OF NOVEMBER,

AN ORDINANCE AMENDING THE 2022 FISCAL BUDGET; MAKING MODIFIED APPROPRIATIONS
AND AUTHORIZING EXPENDITURES FOR OPERATION OF VARIOUS DEPARTMENTS OF CITY
GOVERNMENT AND THE PURCHASE OF MATERIALS, SUPPLIES, EQUIPMENT, AND SERVICES;
COVERING GENERAL FUND OPERATIONS; AND, FOR OTHER PURPOSES.
Council Member Ray moved, seconded by Council Member Rains to place Ordinance
1712 on FIRST READING. ROLL CALL: Council Member Dietz, Blevins, Sansing,
Ray, Mashburn, Traylor, Twitty, and Rains voted AYE. (0) voted NAY. MOTION
CARRIED. Whereupon City Attorney Friedman read the heading of Ordinance 1712.
Finance Director Cheryl Erkel stated that the majority of the changes for the
2022 Budget are due to making adjustments for the ARPA funds. She related
that revenues are adjusted to the actual plus estimates for the remainder of
the year, grant income is increased due to the ARPA funds that were received
in July, the miscellaneous income includes proceeds from the sale of property
on Marshall Road, personnel services were adjusted to actual plus estimates
for the remainder of the year, the majority of increases of the line item for
appropriations resulted from the projects approved for the ARPA funds that
are anticipated to be being completed this year, and the operating transfers
include $1.6 million to Capital Improvements for a Fire Station and
$700,000.00 to the Street Fund for the Water and Wastewater line relocations.

Ordinance 1712 on FIRST READING and SUSPEND THE RULES and place Ordinance
1712 on SECOND READING. ROLL CALL: Council Member Dietz, Blevins, Sansing,
Ray, Mashburn, Traylor, Twitty, and Rains voted AYE. MOTION CARRIED.

b. PRESENTATION for review the Revised 2023 Preliminary Budget
Mayor Johnson stated that Council has been presented with the 2023
Preliminary Budget, adding that it is being presented for discussion at the
first meeting in December.

ANNOUNCEMENTS: Chamber of Commerce Fountain
Council Member Twitty inquired about the repair of the Chamber of Commerce
fountain.
Parks and Recreation Director Kevin House offered that he has reached out to
a couple of contractors and is waiting to obtain pricing from them. He
assured Council Member Twitty that they are working on researching the
repairs, but do not have solid figures yet.
Shooting Range Shot Curtain
Council Member Blevins inquired about the status of the shot curtain for the
Shooting Range.
Parks and Recreation Director Kevin House stated that they have sent out
request regarding bids for the dirt work, adding that the decision was made
to split the job in phases with the dirt work being the first bid, and the
poles, rigging, and hanging of the curtain a separate bid in order to save
the City money. He explained that he is working with Bond Engineering and
hopes to spec out a bid for poles and rigging within the next week or so.
Craft Sale
Parks and Recreation Director Kevin House stated the Craft Sale will be this
Friday and Saturday.
Christmas Parade

Major Johnson related that the Christmas Parade will be December 3.
Senior Center Karaoke Night
Council Member Twitty reminded that there will be Karaoke at the Senior
Center the first and third Friday of the month.
ADJOURNMENT: Without objection, Mayor Johnson adjourned the meeting at
approximately 6:11 p.m. MOTION CARRIED.
