23 MAY 8CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING MAY 8, 2023 6:20 P.M. – 6:24 P.M. OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in a regular session on May 8, 2023. Chairman Moore opened the meeting at approximately 6:20 p.m. expressing appreciation to those in attendance. ROLL CALL: Commissioners Mike Dietz, Billy Hall, Tanner Ruple, Jeff Twitty, Dan Brown, Greg Bollen, and Chairman Jim Moore were present and answered ROLL CALL. Chairman Moore declared a quorum. PRESENT (7) with chair, ABSENT (2). CORRECTION AND/OR APPROVAL OF MINUTES: Council Member Dietz moved, seconded by Commissioner Brown to approve the minutes of April 10, 2023 as presented. MOTION CARRIED. PUBLIC HEARING(S): REQUEST TO APPROVE PLAT(S): BUILDING PERMIT(S): SITE PLAN C & D Steel 7708 T.P. White Drive Representative Tommy Bond with Bond Engineering stated the property is located before the liquor stores, where the trailer and a couple of conexes are. He explained that C & D Steel tie rebar on highway jobs, but was unsure if they work much in Arkansas with their sixty employees. He mentioned it is just an office where they write checks. He does not believe their employees ever come to the office, but are on jobsites scattered in several states. He told how they will have the conexes rearranged with a security fence, driveway, sidewalk, and two parking spaces. He related they are going to build a 500-600 square foot office and did not think they have ever had a water meter. City Engineer Adam Whitlow recalled they have had this temporary setup for a while, but the City recently requested something more permanent. He assured they reviewed their plan revisions and there are no outstanding conflicts. When Chairman Moore inquired, Mr. Bond clarified that all they do is tie steel, they do not sell it or stock it. Engineer Whitlow explained it is a huge lot, but they are only utilizing the portion they are now and are cleaning it up. He hopes if they ever expand that they keep Jacksonville as a base for operations and do have a big office. Council Member Dietz moved, seconded by Commissioner Brown to approve the site plan for C & D Steel as presented. MOTION CARRIED.
