WHEREAS, the City of Jacksonville, Arkansas desires to
participate in the use of Urban Renewal Funds for the purpose
of construction of additional fire - fighting facilities,
including a new fire station on the east side of town; increased
park and recreational facilities, including a park on the east
side of town; a new municipal building; additional library
facilities; street and water departments and other improvements;
and
WHEREAS, the City Council of said city recognizes the
manyfold advantages of starting such a program at the earliest
possible date; and
WHEREAS, theCity Council desires to have such a program
in effect in ample time to take credit for city expenditures
on present and planned public improvements; and
WHEREAS, before such a program can be effectively initi-
ated, it is necessary that an advisory committee be selected
to make necessary study and plans;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS:
SECTION 1. That the Mayor of said city be and he is
hereby instructed and directed to inaugurate an Urban Renewal
Program for the City of Jacksonville, Arkansas at the earliest
possible date;
SECTION 2. That the Mayor of said city be and he is
hereby authorized to appoint a Citizens Advisory Committee to
make a study of the specific needs of our city and to determine
which of those needs may best be met through the Urban Renewal
Program.
SECTION 3. That said Citizens Advisory Committee shall,
be made up of not less than five (5), nor more than nine (9)
members, provided that at all times, the group shall consist
of an odd number of persons, all of whom shall be duly qualified
electors of the City of Jacksonville both at the time of their
said appointment and throughout the tenure of membership upon
said Committee.
SECTION 4. That the Citizens Advisory Committee shall
have the authority, subject to the prior approval of a majority
of the City Council, to hire qualified engineering, legal and /or
technical assistance, as needed in the normal course of their
duties;
SECTION 5. That the Citizens Advisory Committee shall
have the authority to make expenditures up to $ 2 Sb ° -
for necessary items used in the ordinary course of business,
without obtaining prior approval of the City Council; but for

each expenditure exceeding $ o

of the City Council shall be required.
SECTION 6. That upon acceptance at a later date by this
city of an Urban Renewal Program, which shall have been accepted
by the Federal Urban Renewal Agency, and the acceptance of a
duly appointed Board of Urgan Renewal Commissioners to direct
such a program, said Citizens Advisory Committee shall be
dissolved; and all records, maps, etc. shall be turned over to
said Urban Renewal Commission immediately following their
installation.
