21 DEC 13CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING DECEMBER 13, 2021 6:31 P.M. – 6:43 P.M. OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in a regular session on December 13, 2021. Chairman Moore opened the meeting at approximately 6:31 p.m. expressing appreciation to those in attendance. ROLL CALL: Commissioners Mike Dietz, William Montgomery, Tanner Ruple, Vivian Brittenum, Jeff Twitty, Dan Brown, Greg Bollen, and Chairman Jim Moore were present and answered ROLL CALL. Chairman Moore declared a quorum. PRESENT (8) with Chair, ABSENT (1). CORRECTION AND/OR APPROVAL OF MINUTES: Commissioner Montgomery moved, seconded by Commissioner Ruple to approve the minutes of June 14, 2021 as presented. MOTION CARRIED. PUBLIC HEARING(S): REQUEST TO APPROVE PLAT(S): a. PRELIMINARY PLAT Cypresspoint Addition (changed to General Samuels Addition) Representative John Pownall with Thomas Engineering stated he is representing the owner. Chairman Moore asked for him to elaborate on the Subdivision, for example, what will the square footage for the houses be. Mr. Pownall replied that it would be in the Bill of Assurance, but he does not have a copy of it right now. Engineering Tech Mylissa Griggs clarified they will be 1800 square feet. Mr. Pownall related the lots are basically 75’ wide at the building line and 130’ deep on average and some are a lot deeper than that because they are on hillsides. He explained they are expecting to build moderate sized homes and usually 1800 square feet are the lower limit for most people. He noted these size lots will be a little bigger because the lots will be so expensive that they will want to put more house on it and added there are 49 lots total. Engineering Tech Mylissa Griggs mentioned that everyone has a revised preliminary plat, explaining this request was originally submitted as Cypresspoint Addition, but they had a conflict with other property in the County, so they changed it to General Samuels Addition to avoid any future confusion. She stated the street names also changed to, what she believes are military soldiers, to go with the theme. She related the City asked them to change the lot numbering to 1-49 instead of the block system that was originally submitted, in order to avoid confusion with permitting. She noted they answered everything else, but are still reviewing the drainage plans, so she requested there be a contingency the final plans being approved. She pointed out that the Water Department is currently reviewing the plans, and any CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING DECEMBER 13, 2021 6:31 P.M. – 6:43 P.M. approval will need to be contingent on the Water Department’s acceptance. She continued to say that Sewer has approved the plan contingent on them having a signed agreement with the Base Meadows Improvement District, because they are who installed the sewer in the area. She shared the only other contingency would be the street light locations because they are waiting to coordinate with the electric company. She assured the Commission that these are all pretty standard contingencies and the City does not have a problem recommending approval based on them. When presented with a question from Commissioner Twitty, she responded the lots are around 75’ x 120’ for the smallest, but there are some much deeper, because of the rolling hills. Council Member Dietz added that along with the 75’ x 150’ lots, there are some 75’ x 275’, which are good sized lots, and it looks really good. Responding to a few questions, Engineering Tech Mylissa Griggs stated they do have a Bill of Assurance, 1800 square feet is the minimum for the houses, and they asked for the architectural approval to go through the developer, so that will be controlled on the front end. She then confirmed they would be allowed to have two-story homes, but the setbacks would be increased. Chairman Moore pointed out Public Works Director Jim Oakley probably looked at all of the streets, curbs, etc. and everything is okay. Commissioner Ruple questioned if the entrance that is on General Samuels Road would have an effect on the current blind spot near the hill and it was concluded that the City may have to put up signs at the intersection. Commissioner Bollen stated the upper one is right above that hill and the bottom one is below it enough that would not be too much of a problem. Discussion ensued about the congestion and traffic in the area, then it was confirmed they have plans for lighting outside. Chairman Moore related they need to do a motion that is accepting the smaller print plat that was just given and not the larger one, since names changed, and also, state it with the contingencies that were defined by Engineering Tech Mylissa Griggs. Council Member Dietz moved, seconded by Commissioner Montgomery to approve the preliminary plat for General Samuels Addition (originally Cypresspoint Addition), contingent on renumbering the lots 1 to 49, approval of the final drainage plans, street light location, and acceptance by the Water Department, with the stipulations mentioned. FINAL PLAT Graham Woods PH 4 Engineering Tech Mylissa Griggs stated they discussed this project with Bond Engineering and there were a lot of contingencies, so they decided to hold this request until the next meeting, since they are not quite ready.
