97 JAN 22MINUTES: BOARD OF ADJUSTMENT DATE AND TIME: January 22, 1996 4:00 p.m. 4:15 p.m. ATTENDANCE: Chairman Art Brannen Commissioners: Rudy Reid, B.J. Boroughs, John Hardwick, Mark Perry City Engineer Duane Reel represented the City of Jacksonville. PETITIONERS: Pulaski County Special School Dist. Variance requested: Building Line Setback Variance (Chapter 18.68.050 Jax. Mun. Code) __________________________________________________________________ Deputy City Clerk Susan L. Davitt recorded those listed above in attendance and Chairman Brannen declared a quorum. APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Nabors moved, seconded by Commissioner Boroughs that the minutes of the Board of Adjustment Meeting of December 18, 1996 be APPROVED. MOTION CARRIED. VARIANCE REQUEST: Pulaski County Special School Dist. Chairman Brannen related the proposal of a new class room at Jacksonville Jr. High. He pointed out that the area is zoned R-0 which supports a 35-foot front yard setback, 25-foot rear and 5-foot side. Mr. Jerry Holder, representing Pulaski County Special School District stated that construction of a six classroom building parallel to the existing 100 wing is proposed on the south property end. He related that the contractors indicated that this concept would be ideal for the purpose of team teaching deemed necessary through the combination of the two Jr. High Schools. He related that instead of the minimum 35-foot setback, the building setback request is for 15 feet. He stated that due to the orientation of the building and street line the setback will increase as you move toward the end of the building bringing the building further away from the right-of-way line. Leaving only one point of the building at the requested 15-foot setback line. He pointed out that an already existing building exhibits a 15-foot setback. City Engineer Reel stated that the existing 15-foot setback has not created any visibility problems. It was noted that the layout presented to the Board actually shows the setback at 18 feet. It was noted in general discussion that the building will face the one parallel in front and will not allow access from the rear of the building facing the street thus helping to direct traffic flow BOARD OF ADJUSTMENT January 22, 1997 from the street. Commissioner Boroughs moved, seconded by Commissioner Hardwick that the requested variance as depicted by the layout (18 foot building setback) be granted. MOTION CARRIED.
