City Engineer Duane Reel represented the City of Jacksonville.

City Clerk Lula M. Leonard recorded those listed above in atten dance and Chairman Brannen declared a quorum.
APPROVAL AND/OR CORRECTION OF MINUTES:
Commissioner Boroughs, seconded by Commissioner Nabors that the minutes of the Board of Adjustment Meeting of September 25, 1996 be APPROVED. MOTION CARRIED.
Sign request by Backyard Burgers: Violation of Chapter 18.76.030 of the Jacksonville Municipal Code
Chairman Brannen voiced the request of Backyard Burgers and read the requirements applicable from the Jacksonville Municipal Code.
He recognized Mrs. Becky Garlington, Marketing Representative for Backyard Burgers.
Mrs. Garlington explained that the company desires to hang banners which will be changed approximately every two months as promotional campaigns take place. She said that that the company
would like to set up a frame on which to hang the banners positioning it where it
could be seen from the street but not obstructing anything. She related that the sign is eight feet tall and four feet wide and that the frame consists of poles to which the banners
are tied.
City Engineer Reel posed a question regarding the height of the sign from the bottom to the ground.
Mrs. Garlington said that it could be made to meet code requirements.
Mr. Reel said that the City requests at least an eight-foot minimum from the bottom of the sign to the ground in areas where there is traffic ingress and egress.

The requirement was discussed and Chairman Brannen ruled that the Public Hearing be held in abeyance until December 18, 1996 at 4:00 p.m. which will enable the petitioner to bring a
site plan before the Commission which will clarify the request.
The meeting was finalized at approximately 4:12 p.m.
