REGULAR PLANNING COMMISSION MEETING
FEBRUARY 12, 2018
7:00 P.M. – 7:13 P.M.
OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on February 12, 2018. Chairman Moore opened the
meeting at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Patrick Thomas, Jim Peacock, Barbra Mashburn,
Vivian Brittenum, Robert Price, and Virgil Healey answered ROLL CALL.
Chairman Jim Moore also answered roll call and declared a quorum.
PRESENT (6), ABSENT (2) Two positions open.
Others present for the meeting were City Engineer Jay Whisker,
interested citizens, petitioners, and press.
ELECTION OF 2018 OFFICERS:
Chairman Moore entertained nominations to elect the Planning
Commission Chairman and Vice Chairman/Board of Adjustment Chairman for
2018.
Commissioner Mashburn moved, seconded by Commissioner Price to
nominate Jim Moore to serve as Planning Commission Chairman for 2018.
MOTION CARRIED.
Commission Mashburn moved, seconded by Commissioner Price to nominate
Virgil Healey to serve as Planning Commission Vice-Chairman and
Chairman to the Board of Adjustment. MOTION CARRIED.
Commissioner Brittenum and Councilman Mashburn volunteered to serve as
members of the Planning Commission serving on the Board of Adjustment.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner Mashburn moved, seconded by Commissioner Price to approve
the minutes of the December 14, 2017 regularly scheduled meeting.
MOTION CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S): PRELIMINARY PLAT Cornerstone Place
Subdivision Hwy. 107 and General Samuels
Engineer Stacy Akin of Akin Engineering related that this plat was
previously approved by the Planning Commission approximately two years
ago. He stated that it consists of a development of 7 quad-plexes.
He related that the developer has an agreement with the improvement
district to tie onto the sewer.
City Engineer Whisker explained that commonly developers will submit
the preliminary plat and site plan before the final plat. He stated
that this would allow them to begin building and construct the street
improvements. He noted that the property is located on the south side
of General Samuels on the southeast corner of Hwy. 107 and General
Samuels.

He pointed out the property has been zoned C-3 since the beginning of
his tenure, noting that in the 80’s, development of this property was
hindered by the availability of water and since that time there has
been a new water tower in the area and a new sewer improvement
district.
City Engineer Whisker answered Councilman Mashburn that two years ago
the development met all City requirements and still does.
Commissioner Price moved, seconded by Commissioner Mashburn to approve
the preliminary plat of Cornerstone Place Subdivision as requested.
MOTION CARRIED.
DEVIATION IN AGENDA
c. SITE PLAN for Cornerstone Place Subdivision
Engineer Akins stated that there will be 7 buildings and they are
proposing to start construction on 3 buildings as the first phase of
development. He explained that each building would have two units on
the second floor and two units on the bottom floor. He then answered
Councilman Mashburn that the road would be an asphalt private drive
constructed by them. He stated that each building would be
approximately 4400 square feet; individual units would be
approximately 1100 square feet and have two bedrooms.
Councilman Mashburn moved, seconded by Commissioner Healey to approve
the site plan for Cornerstone Place Subdivision as submitted. MOTION
CARRIED.
RESUME AGENDA
b. FINAL PLAT Kum & Go Convenience Store Main Street
Mr. Mike Clotfelter of Ozark Civil Engineering Inc. stated he is the
representative for Kum and Go’s final plat of approximately 1.82
acres.
City Engineer Whisker offered that instead of a preliminary plat and
site plan as with the previous item the Planning Commission dealt with
some developers want to go ahead with the improvements and start
building along with having the approval of the final plat. He stated
that the City requires the developer to go ahead and bond or pay for
all the improvements. He stated that a $98,000 bond has been posted
with the City so that they can continue with the final plat. He
stated that the bond would cover the requirement for the sidewalk,
curb, gutter, and drainage improvements.
Councilman Mashburn moved, seconded by Commissioner Brittenum to
approve the final plat of Kum & Go Convenience Store Main Street.
MOTION CARRIED.
