REGULAR PLANNING COMMISSION MEETING
APRIL 9, 2018

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in a
regular session on April 9, 2018. Chairman Moore opened the meeting
at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Patrick Thomas, Jim Peacock, Barbara
Mashburn, Vivian Brittenum, and Virgil Healey answered ROLL CALL.
Chairman Jim Moore also answered roll call and declared a quorum.
PRESENT (6), ABSENT (1) two positions open.
Others present for the meeting were City Engineer Jay Whisker, Council
member Les Collins, Aaron Robinson, interested citizens, petitioners,
and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner Thomas moved, seconded by Commissioner Mashburn to
approve the minutes of the March 26, 2018 rescheduled meeting. MOTION
CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S): PRELIMINARY PLAT Jaxon Terrace Phase 12
Petitioner Richard Jones
Aaron Robinson of Bond Engineering stated that he is representing the
petitioner Mr. Richard Jones. He explained that Phase 12 of Jaxon
Terrace is a continuation of the master plan. He pointed out that
this phase would extend Rainer Drive, which was also a part of phase
11, adding that it would loop Rainer Drive back around to the next
phase proposed phase and tie into Rope Trail. He went on to say he had
met with the Sewer Department and it was decided that the pump station
would be relocated from within the Subdivision out to North First
Street. He then pointed out that lot 6 is very large because that was
the original location for the pump station, adding that the lot is
adjacent on the south to the developers property that has three barns,
which houses a lot of his equipment. He further explained that after
meeting with the Sewer Department last week and deciding to move the
pump station, lot 6 is no longer going to be a part of this
development phase. He noted that the road, water and sewer would
still be extended as if the lot was a part of this phase but it will
not be a part of the platted phase. He then answered Chairman Moore
that for now the lot would remain vacant. He stated that he has also
met with the Water Department, saying that the only request was to
extend the waterline out to North First Street. He went on to say
that, he is going to comply with that request and that they will
further meet with the Sewer and Water Departments this month. He then
mentioned that the phase would have sidewalks that continue from the
prior phases.

City Attorney Bamburg stated that he would represent on the City’s
behalf, saying that the developer has satisfied the criteria for
sidewalks, sewer, water with the exception of the change as indicated.
He added that Mr. Robinson has stated that they are going to revise
the preliminary plat to exclude lot 6, allowing that lot to be
developed at some point in the future with later phases. He stated
that lot 6 would probably come back before the Commission when they
develop phase 13. He pointed out that there are no exceptions to what
is being requested, saying that it has standard building lines,
easements, and sidewalks. He related that this is just an extension
of what has already been done in this Subdivision. He suggested that
any approval be contingent upon them submitted a revised preliminary
plat consistent with his presentation tonight.
Commissioner Thomas moved, seconded by Commissioner Healey to approve
the preliminary plat of Jaxon Terrace PH 12 contingent that a revised
preliminary plat be submitted to the City Clerk and Engineering
Department consistent with the presentation. MOTION CARRIED.

ADJOURNMENT: Chairman Moore without objection; adjourned the meeting
at approximately 7:07 p.m.
