CITY OF JACKSONVILLE, ARKANSAS
REGULAR PLANNING COMMISSION MEETING
NOVEMBER 13, 2017
7:00 P.M. – 7:09 P.M.
OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on November 13, 2017. Chairman Moore opened the
meeting at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Patrick Thomas, Jim Peacock, Jr., Scott
Scholl, Rick White, and Robert Price answered ROLL CALL. Chairman Jim
Moore also answered roll call and declared a quorum. PRESENT (5),
ABSENT (2) One Seat open.
Others present for the meeting were City Engineer Jay Whisker, Tommy
Bond, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner White moved, seconded by Commissioner Scholl to approve
the minutes of the October 9, 2017 regularly scheduled meeting with a
correction. MOTION CARRIED.
PUBLIC HEARING(S): REZONING 1301 South First Street, Hwy. 161 from C-3
and R-1 to R-3.
Chairman Moore announced that the Rezoning of 1301 South First Street
would be continued at the next regularly scheduled Planning Commission

meeting of December 11 beginning at 7:00 p.m. He explained that
Commissioner Peacock has stated that he would need to recues himself
and there would not be enough members to vote on the item of business.
REQUEST TO APPROVE PLAT(S): FINAL PLAT Jaxon Terrace PH XI
Mr. Tommy Bond of Bond Engineering related that this is the next phase
of the Jaxon Terrace Subdivision. He stated that this phase consists
of 25 lots, noting that with the exception of some waterline samples
and subgrade to be accepted by the Street Department for paving. He
added his hope that this would happen in the next few days. He asked
that acceptance be contingent on these improvements being completed or
that the City accept a letter of credit for completion.
City Engineer Whisker concurred that it is contingent upon acceptance
by the Water Department, adding that he believes there will be a
letter of credit for the streets.
In response to a question from City Attorney Bamburg, Mr. Bond
answered that the Health Department has already approved it; it is
subject to the water sample passing.
City Attorney Bamburg requested that any approval be contingent on the
Water and Health Departments.
City Engineer Whisker stated that it is his understanding that the
petitioner is trying to get this on the City Council agenda for
Thursday night.

Commissioner White confirmed with Mr. Bond that the subgrade and the
water samples are the only two items that need to be completed.
Mr. Bond pointed out that there is a fire hydrant that the City is
working on.
City Engineer Whisker related that there is a fire hydrant that needs
to be installed; the City did not have all the parts so they are
getting it together. He stated that as a consequence they were not
able to flow the line because the fire hydrant was not completely
together, therefore the Back T samples were not completed. He stated
that the other issue is that there were some soft spots that needed to
be done to finish the paving and any drainage on the pavement.

Chairman Moore noted that the final plat list 1 Electric Coop. as the
electric company, which may not be correct.
City Engineer Whisker noted that there is some crossover in the area
regarding the electric companies.
Commissioner Scholl moved, seconded by Commissioner White to approve
the Final Plat of Jaxon Terrace PH XI contingent upon approval from
the Water, Wastewater, Street, and Health Departments. MOTION CARRIED.
