REGULAR PLANNING COMMISSION MEETING
JUNE 12, 2017
7:00 P.M. – 7:07 P.M.
OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on June 12, 2017. Chairman Moore opened the meeting
at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Scott Scholl, Rick White, Robert Price, and
Virgil Healey answered ROLL CALL. Chairman Jim Moore also answered
roll call and declared a quorum. PRESENT (5), ABSENT (4).
Others present for the meeting were City Engineer Jay Whisker, Tommy
Bond, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner White moved, seconded by Commissioner Healey to approve
the May 8, 2017 minutes. MOTION CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S): PRELIMINARY PLAT Triangle Business Park,
Lot 2
Petitioner representative Tommy Bond of Bond Engineering related that
the preliminary plat is the proposal of another building that is the
same as the existing building. He pointed out that Mr. Robinson owns
all the surrounding property with the exception of the Little Rock Air
Force Base, which is the north boundary of this property.
City Engineer Whisker noted that the next item of business is the site
plan for this property, explaining that he would speak to both
simultaneously. He related that typically on an industrial site, a
preliminary plat allows them to go ahead and build the building. He
noted that the road would be finished and all utilities completed and
then a C.O. will be issued for the building followed by a final plat
for the streets and utilities. He stated that preliminary plat shows
the street and utilities and the next request is the site plan for the
building construction. It was noted that some of the dirt work has
already been started.
In response to a question from Commissioner White, City Engineer
Whisker related that the site was planned as much as 15 years ago in
anticipation of expansion. He explained that the first building is
now full and he is proposing to expand with a second building. He
then stated that Mr. Robinson has plans to utilize all 40 acres down
to General Samuels on the south end of the property.
Mr. Bond added that Mr. Robinson owns all the land from Redmond to
where the City’s property begins. He stated that Mr. Robinson has
been a good industrial partner and developer in the City.

Chairman Moore noted that the existing facility is a nice building,
saying that he has been inside part of the building, which is being
leased by the School District.
Mr. Bond stated that the proposed building would be a mirror image of
the existing building.
Compliments were made regarding the existing landscaping as well as
the proposed landscaping for the new building. It was also noted that
Mr. Robinson meticulously maintains his landscaping.
Commissioner Scholl moved, seconded by Commissioner Price to approve
the preliminary plat for Triangle Business Park, Lot 2. MOTION
CARRIED.
BUILDING PERMIT(S): PRELIMINARY PLAT Triangle Business Park, Lot 2
Commissioner Healey moved, seconded by Commissioner White to approve
the site plan for Triangle Business Park, Lot 2. MOTION CARRIED.

at approximately 7:07 p.m.
