REGULAR PLANNING COMMISSION MEETING

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on July 10, 2017. Chairman Moore opened the meeting
at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Patrick Thomas, Jim Peacock, Jr., Scott
Scholl, Barbara Mashburn, Joe Cummings, Jr., and Rick White answered
ROLL CALL. Chairman Jim Moore also answered roll call and declared a
quorum. PRESENT (7), ABSENT (2).
Others present for the meeting were City Engineer Jay Whisker, Tommy
Bond, interested citizens, petitioners, and press.
Commissioner Scholl moved, seconded by Commissioner Mashburn to
suspend the rules and place the Final Plat for Lot 1, Coffelt South
Subdivision regarding Dash Storage, LLC. on the agenda as item B under
request to approve plats. MOTION CARRIED.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner White moved, seconded by Commissioner Mashburn to approve
the June 12, 2017 minutes. MOTION CARRIED.
PUBLIC HEARING(S): CONDITIONAL USE at 711 South Hwy. 161
Chairman Moore noted that the request is for a daycare in a C-4 zone.
Chairman Moore opened the public hearing at approximately 7:04 p.m.
Petitioner Latasha Green related that she is requesting permission for
an adult daycare. She explained that the hours of operation would be
from 6:00 a.m. to 6:00 p.m., adding that they would provide breakfast
and activities.
In response to a question from Chairman Moore, Ms. Green answered that
she would provide some medical care. She related that she has a CNA
on staff during hours of operation to provide any medicine the clients
may need to take during the day.
In response to a question from City Attorney Bamburg, Ms. Green
answered that she has been approved for a clientele of up to 10
persons, adding that she is only planning to begin with 5.
Chairman Moore closed the public hearing at approximately 7:07 p.m.
City Engineer Whisker pointed out that a C-4 zoning is one of the few
zonings that does not provide for a daycare as a permitted use, but is
provided for as a conditional use. He stated that the daycare is on
the Hwy. and in this particular instance the building is situated
somewhat sideways to the Hwy. He stated that there is plenty of room
to pull off the Hwy. and access the building safely. He noted that
there are approximately 4 to 5 other businesses on this Hwy.

He then answered Chairman Moore that he is unaware of any rear access
to the building, saying that the main ingress and egress is off Hwy.
161.
Ms. Green confirmed that there are two back doors to the rear of the
building.
With no one else to speak, Chairman Moore closed the public hearing at
approximately 7:08 p.m.
Councilman Mashburn questioned if the building had adequate railing
for elderly clientele.
Ms. Green concurred, noting that it had previously been operated as an
adult daycare and all the safety facilities are still in the building.
She then answered that the daycare would provide breakfast and lunch
that would be mostly microwavable. She stated that the age of her
clientele would start at 65, adding that it does not require a special
license. She then noted that she has first aid CPR and she will have
a qualified CNA on staff.
Councilman Mashburn stated that she had researched and the only
qualification is that someone has to have tested for first aid CPR
from the State.
Commissioner Mashburn moved, seconded by Commissioner Scholl to
approve the conditional use of an adult daycare at 711 So. Hwy. 161.
for as long as Latasha Green is leasing the building and it is being
used as an adult daycare. MOTION CARRIED.
REQUEST TO APPROVE PLAT(S): a. PRELIMINARY PLAT Graham Woods Phase
III
Without a representative from Bond Engineering, the item was deferred
to later in the meeting.
b. FINAL PLAT Lot 1, Coffelt South Subdivision for Dash Storage
Mr. Sam Allison stated that regarding requested City improvements, the
fire hydrant has been installed and the sidewalk has been completed.
He noted that the property does not have sewer or any other utilities
at this point.
Chairman Moore noted that structures have begun with concrete slabs
and the entry is formed and ready to be poured.
Mr. Allison concurred, saying that concrete for the entry would be
poured tomorrow.

City Engineer Whisker explained the platting process, saying that the
final improvements are being completed. He stated that he is now
requesting the Final Plat so that when the business is done he will be
able to obtain a C.O. He noted that Mr. Allison has addressed all
improvements required by the City.
Chairman Moore confirmed with Mr. Allison that all the SB2 has been
completed in areas where there will not be concrete. He also
confirmed with Chairman Moore that he is installing the entrance
control and will provide the Fire Department with their own code. He
then answered that he does have an office address in Jacksonville,
explaining that he is renting from Hilltop Electric but does not have
the current address.
City Engineer Whisker noted that the address would be provided to his
office when Mr. Allison applies for his business license.
Mr. Allison then noted that the address was provided as part of the
information on his building permit.
Commissioner White moved, seconded by Councilman Mashburn to approve
the Final Plat for Lot 1, South Coffelt Subdivision. MOTION CARRIED.
a. PRELIMINARY PLAT Graham Woods Phase III
Chairman Moore noted that there is still no one present to represent
the item of business. The item was removed from the agenda.
