REGULAR PLANNING COMMISSION MEETING
MAY 9, 2016

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on May 9, 2016. Chairman Moore opened the meeting at
approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Patrick Thomas, Jim Peacock, Jr., Scott
Scholl, Joe Cummings, Jr., Rick White, Robert Price, and Virgil
Healey, answered ROLL CALL. Chairman Jim Moore also answered roll
call and declared a quorum. PRESENT (8), ABSENT (0).
Others present for the meeting were City Engineer Jay Whisker, Geneva
Healey, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner Price moved, seconded by Commissioner Peacock to approve
the minutes of the April 11, 2016 regularly scheduled meeting as
presented. MOTION CARRIED.
PUBLIC HEARING(S): a. CONDITIONAL USE 1813 T.P. White C-1 in a C-3
zoning
Chairman Moore noted that the C-1 use being requested is for the
establishment of a medical office in a C-3 zone.
Chairman Moore opened the public hearing at approximately 7:01 p.m.
Mr. Jay McRae stated that he is representing petitioners Alma & Marck
Gibson. He related that they are proposing to convert 1813 T.P. White
Drive to a walk-in medical office and healthcare clinic, adding that
it would be a good location, easily identified and accessible. He
then related that this area has been identified as having a strong
need for this type of clinic, adding that it feels it would be an
asset to the community.
He offered interior photographs of similar clinics they have
established for the Commission to review.
City Engineer Whisker noted that the petitioners are requesting less
of a use than the property is actually zoned. He stated that the City
does not have any issues with the request. He related that the
property is the old Century 21 building just north of Pizza Hut.
With no one from the audience wishing to address the item, Chairman
Moore closed the public hearing at approximately 7:03 p.m.
In response to a question from Commissioner Price, Mr. McRae related
that the clinic would not be a critical care facility. He explained
that any arrivals that needed critical care they would immediately
make arrangements to be transferred to a hospital. He stated that the
facility could accommodate ingress and egress of an ambulance off T.P.
White Drive.

In response to a question from Chairman Moore, Mr. McRae stated that
the hours of operation would be 8:00 a.m. to 8:00 p.m., Monday through
Friday, Saturdays 8:00 a.m. to 6:00 p.m. and Sundays 1:00 p.m. to 6:00
p.m.
Commissioner White moved, seconded by Commissioner Peacock to approve
the Conditional Use request of C-1 in a C-3 for 1813 T.P. White Drive
for use as a medical clinic. MOTION CARRIED.
