REGULAR PLANNING COMMISSION MEETING
MARCH 14, 2016

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in regular session on March 14, 2016. Vice Chairman White opened the meeting at approximately 7:00 p.m. expressing
appreciation to those in attendance.
ROLL CALL: Commissioners Patrick Thomas, Jim Peacock, Jr., Virgil Healey, and Robert Price answered ROLL CALL. Chairman Jim Moore also answered roll call and declared a quorum. PRESENT
(5), ABSENT (4).
Others present for the meeting were City Engineer Jay Whisker, Tommy Bond, Geneva Healey, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner Healey moved, seconded by Commissioner Price to approve the minutes of the January 11, 2016 regularly scheduled meeting as presented. MOTION CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S): a. FINAL PLAT Green Subdivision Tracts 1 and 2
Mr. Bond of Bond Engineering, representing Mr. Tad Green who is in the audience. He stated that there was a request from City Engineer Whisker to plat the property since Mr. Green is
selling the lot but wanted to retain the small parcel that has a large sign.
City Engineer Whisker noted that it is platted with two tracts, explaining that Mr. Green is going to sell the property that has a building and will keep the tract that has a billboard.
He then pointed out that the property has never been platted and this will ensure the right-of-way of T.P. White Drive and an access easement to the signage.
Discussion ensued as to the width of the easement; Mr. Bond stated that the proposed width is sufficient for access to the billboard.
Commissioner Peacock moved, seconded by Commissioner Price to approve the Final Plat of Green Subdivision. MOTION CARRIED.
b. FINAL PLAT changed to a PRELIMINARY PLAT Trailer Country Addition, Lot 1
Mr. Randy Rainer of Sonora Trailer Country related that they are proposing to relocate the business to property on T.P. White Drive.
City Engineer Whisker stated that Mr. Rainer had submitted a site plan to him, but added that he did not distribute the site plan but has made copies of the portion that is pertinent
to the Planning Commission. He related that the property is located at the corner of

Carrington and T.P. White Drive. He then noted that a final plat was submitted, explaining that generally the Planning Commission does not see the site plan with the final plat is submitted.
He clarified that Mr. Rainey realized that he needed a preliminary plat regarding the site plan approval.
City Engineer Whisker distributed the site plan to the Commissioners.
He pointed out that the field to the rear is also included in the plat. He noted that during the preliminary plat stage, improvements would be clarified. He noted that such improvements
would be sidewalks and utilities, which are approved at the preliminary plat submittal. He then pointed out that this would be one large lot for platting, adding that the final plat
would follow once all the improvements are completed. He explained that many commercial properties will submit their preliminary plat and site plan simultaneously because all improvements
including those to the building can be identified at one time. He stated that is what Mr. Rainey is requesting for this meeting.
It was the request of the petitioner to change the final plat to a preliminary plat and have the Planning Commission consider his site plan at this stage.
Commissioner Healey moved, seconded by Commissioner Price to approve the Preliminary Plat and Site Plan of Trailer Country Addition, Lot 1. MOTION CARRIED.
