REGULAR PLANNING COMMISSION MEETING
OCTOBER 12, 2015
7:00 P.M. – 7:12 P.M.
OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on October 12, 2015. Chairman Moore opened the
meeting at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Patrick Thomas, Scott Scholl, Joe Cummings,
Jr., Rick White, and Alderman Howard answered ROLL CALL. Chairman
Moore also answered roll call and declared a quorum. PRESENT (6),
ABSENT (3).
Others present for the meeting were City Engineer Jay Whisker,
interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Alderman Howard moved, seconded by Commissioner White to approve the
minutes of the September 14, 2015 regularly scheduled meeting as
presented. MOTION CARRIED.
PUBLIC HEARING(S): CONDITIONAL USE 6411 John Harden Drive
Chairman Moore opened the public hearing at approximately 7:01 p.m.
Mr. Tim Moody, General Manager of J. Hook Towing out of North Little
Rock related they purchased the Ivy Hall Towing business in April,
explaining that they are seeking to move the business from 1100 West
Main Street to 6411 John Harden Drive. He stated that the move would
allow for a lot more operations room, adding that they are proposing
to run a recovery business from that location. He then emphasized that
they would not run a wrecking yard or be selling junk cars. He stated
that the property on John Harden has been improved dramatically.
Chairman Moore closed the public hearing at approximately 7:02 p.m.
City Engineer Whisker offered photographs of the property
improvements, noting a new fence that was constructed to keep the cars
behind fencing. He stated that this type of business requires a
conditional use for C-3 property. He stated that the privacy fencing
was the main issue, which is Code requirement.
Alderman Howard moved, seconded by Commissioner White to approve the
conditional use of a towing and recovery business to be located at
6411 John Harden Drive as requested for C-3 zoned property. MOTION
CARRIED.
REQUEST TO APPROVE PLAT(S): a. REPLAT Northlake PH 13-B Lots 12, 13,
& 14
City Engineer Whisker presented the Commission with a replat that he
approved administratively. He stated that the only change was that the
lot line was moved between lots 12 and 13 to the west by 1.5’ and the
lot of 13R and 14R to the west approximately 2.5’.

He explained that the changes were done to add room to lot 12R so they
could expand the driveway. He stated that it does not require action
by the Planning Commission but is an informational item.
b. PRELIMINARY PLAT Jamestown PH 2
Representative Jacob White of Bond Engineering stated that the
preliminary plat is a 16-lot phase of Jamestown Subdivision. He showed
that the property is located off Puritan Drive and ending in a
culdesac. He stated that approval would be pending approval from the
Water and Sewer Departments. He stated that the sewer line is in
place and the water was stubbed off Puritan Drive.
City Engineer Whisker stated that the overall plan of Jaxon Terrace
and Jamestown, noting that the difference was that Jaxon Terrace were
1400 square foot houses that were allowed to have some vinyl siding,
and the accessory buildings did not have to match the parent house.
He stated that this section is Jamestown, which is more along the
lines of Commons Drive with larger homes of a minimum of 1600 square
foot, adding that most of the homes are in the 2,000 square foot
range, which is all brick, and the accessory buildings have to match
the exterior of the parent building. He stated that these homes would
back up to the houses that are on Commons Drive, so these homes are
proposed to be larger as well. He then noted that the lots are a
minimum of 80’ X 150’ and the minimum home square footage is 1600. He
then instructed that any approval would have to be contingent on Water
and Sewer Departments approval.
City Engineer Whisker noted that Jaxon Terrace has been one of the
most successful subdivisions in the City over the past two years
regarding new housing growth. He noted that the developer, Mr. Jones,
just completed phase 11 and the lots have already sold. He then noted
that the subdivision on Graham has already almost developed out.
Commissioner Scholl moved, seconded by Commissioner Thomas to approve
the preliminary plat of Jamestown PH 2 contingent upon approval from
the Water and Sewer Departments. MOTION CARRIED.
