REGULAR PLANNING COMMISSION MEETING
JUNE 8, 2015

OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on June 8, 2015. Vice Chairman Moore opened the
meeting at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Jim Peacock Jr., Avis Twitty, Rick White, and
Alderman Howard answered ROLL CALL. Vice Chairman Moore also answered
roll call and declared a quorum. PRESENT (5), ABSENT (4).
Others present for the meeting were City Engineer Jay Whisker,
interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Commissioner White moved, seconded by Aldermen Howard to approve the
minutes of the May 11, 2015 regularly scheduled meeting as presented.
MOTION CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S):
BUILDING PERMIT(S): a. SITE PLAN House of Refuge Ministry Church on
South Oak Street
Petitioner representative and architect Bill Asti stated that the only
issue he is aware of regarding the site plan was that the City wanted
to make sure the road continues as the Church develops.
Vice Chairman Moore noted that there are also concerns regarding the
driveway and sidewalk.
City Engineer Whisker stated that the Church has been working on this
project for quite a while, noting that the road to the left is also
the entrance for the parking lot. He explained that the road would
actually go around the Church and on to the north part, then attach at
Rainey Place. He related that on the Master Plan, Rainey Place is
shown to develop on from South Road out to South First Street. He
explained that the Church does not have the money to complete the road
at this time, but are requesting to plat the road up to where it leads
into the parking lot with further phases to be completed. He
clarified that they are proposing to construct the Church in phases,
completing the south three quarters as the first phase before moving
on to the back quarter of the Church. He explained that he had
related to Pastor Gregory that they would have to plat around the
building to where the road stops on the north end in order to obtain a
C.O. for the Church. He added that they would also have to construct
a sidewalk along Rainey Place and in front of the Church. He then
answered Vice Chairman Moore that Rainey Place is a dedicated street
and the City would require 50’ of right-of-way. He noted that the
Church has ordered their building and it is on site, adding that they

are anxious to begin construction. He stated that he advised them
that they would have to have a site plan approved by Planning
Commission, which would require platting the property including
sidewalks, landscaping, curb and gutter, and the parking lot. He
explained that in order for that to happen the building would have to
be finished to phase one completion and in phase two, they would be
required to build the street to the back of the building. He then
added that if they construct a second larger building, they would have
to continue the street to the existing portion of Rainey Place.
Vice Chairman Moore clarified with City Engineer Whisker that the
present plan is to stop the street as shown on the site plan without
continuing with a graded drive.
Commissioner Peacock questioned if the Master Street Plan regarding
Rainey Place would go to South Road with a sidewalk.
City Engineer Whisker concurred, stating that it would require
sidewalk back to the existing neighborhood. He then clarified that
the City would be responsible for constructing the sidewalk from
Rainey Place to South Road.
In response to a question from Commissioner White, City Engineer
Whisker reviewed that the Church purchased the property and brought a
master plan in 2009 before the Planning Commission when they requested
to rezone the property. He related that he has worked several times
with the Church, recalling that originally they split this piece of
property from a larger tract that was then sold. He added that after
the last five to six years, the Church now has enough funds to build
the facility.
Commissioner White moved, seconded by Commissioner Moore to approve
the site plan for House of Refuge Ministry Church on South Oak Street,
stipulating that they plat the property and adhere to Code regarding
sidewalks, landscaping, curb and gutter, street, and parking lot.
MOTION CARRIED.
b. SITE PLAN 7906 T.P. White Drive
Mr. Eric Simpson stated that he is requesting to continue the use of
7906 T.P. White Drive as a used car lot. He explained that he has
recently purchased the property and is renovating the existing
building. He then added that he is planning to add a parking lot,
landscaping, and sidewalk.
Vice Chairman Moore noted that the previous car lot located on this
property was White’s Auto Sales.

In response to a question from Commissioner White, Mr. Simpson stated
that currently the property has a gravel parking lot, no landscaping,
and the inside of the building needs to be completely renovated to
meet City Code. He then clarified with Commissioner White that the
septic is new but the proposed shop and carport have not yet been
constructed.
Discussion ensued and City Engineer Whisker clarified that City sewer
ends at the Northwood Acres Subdivision, adding that to the north
there is a private sewer system owned by Lakeside Estates. He noted
that approximately three to four meetings previously, White’s Auto
Sales brought in a plan to subdivide the property and this is the
property that is to the north adjacent to Hog Wild Liquor Store. He
explained that the renovations to the existing building are over 50%,
and he is proposing to construct a new garage 18’ X 21’. He
recommended that the site plan be approved with stipulations that the
property be preliminary and final platted. He added that the Water
Department has already approved a 12” waterline along the front of the
property on T.P. White Drive. He then noted that there is no sewer in
the area, so Mr. Simpson will have to obtain septic approval. He
pointed out that the property would have to be landscaped and the
parking lot would need to be paved.
Vice Chairman Moore questioned if there would be asphalt going back to
the garage/shop/carport, noting that the plan proposes that a carport
area would be added to the rear of the building.
Mr. Simpson stated that the carport would not be attached to the
building, but would be a freestanding carport used to wash and clean
the cars. He assured the Commission that he is not planning to do any
major mechanical work.
Commissioner White moved, seconded by Commissioner Twitty to approve
the site plan, stipulating that the property be preliminary and final
platted, landscaping, and the parking lot be asphalted. MOTION
CARRIED.
