REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular
session on August 21, 2014 at the regular meeting place of the City
Council. Alderman Bolden delivered the invocation and Vice Mayor Elliott
led a standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Bolden, McCleary, Sansing, Ray, Mashburn, Traylor,
Twitty, and Howard answered ROLL CALL. Mayor Fletcher also answered ROLL
CALL declaring a quorum. Aldermen Robinson was absent. PRESENT NINE (9),
ABSENT (1).
Others present for the meeting were: City Attorney Robert Bamburg,
Finance Director Cheryl Erkel, Public Works Director Jim Oakley, Police
Chief Kenny Boyd, Fire Chief Alan Laughy, CDBG Director Theresa Watson,
IT Director Scott Rothlisberger, 911 Director Tabby Hughes, Planning
Commissioner Jim Moore, interested citizens, and members of the press.
PRESENTATION OF MINUTES:
Vice Mayor Elliott presented the minutes of the regular City Council
meeting of August 7, 2014 for approval and/or correction at the next
regularly scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Howard moved, seconded by Alderman Bolden that the minutes of
the regular City Council meeting of 17 July 2014 be APPROVED. MOTION
CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/FIRE DEPARTMENT
Alderman Ray moved, seconded by Alderman McCleary to approve the regular
monthly report for July 2014 from the Jacksonville Fire Department,
reflecting an estimated fire loss of $7,000.00 and a savings total of
$144,000.00.

Alderman Ray moved, seconded by Alderman McCleary to approve the regular
monthly report for July 2014.

WATER DEPARTMENT:
WASTEWATER DEPARTMENTS:
FIRE DEPARTMENT: Mutual Aid Agreement with Little Rock Air Force Base
Chief Laughy related that the Mutual Aid Agreement is now called a MOA
(Memorandum of Agreement) with the Air Force Base, which concerns our
ambulance service. He explained that the Air Force Fire Department has
changed their level of EMS service from EMT to EMR. He related that EMR
is a level of care that is appropriate in most circumstances; however the
Arkansas Department of Health does not recognize that certification for
basic life support. He continued explaining that the City of
Jacksonville has a shared response with the Air Force Base, where they
provide basic life support with EMT’s, and the City of Jacksonville
provides advanced life support within 8 minutes. He stated that this
change means that if Little Rock Air Force Base could not EMT standards
then the City of Jacksonville could no longer have a mutual aid
agreement. He stated that he has been working with the Air Force Base
for the last 10 months regarding this matter, adding that Colonel
Rhatigan agreed that he would revitalize the EMT program for the Base
Fire Department. He commended Mayor Fletcher Colonel Rhatigan and many
others who were instrumental for the last 10 months revitalizing the
program. He noted that this will continue the agreement for another 3
years and continue the outstanding EMS that we have at the Air Base.
POLICE DEPARTMENT: a. JAG Grant
Chief Boyd related that the Police Department has been chosen to receive
$21,742.00 from the 2014 Edward Byrne Memorial Grant. He stated that the
majority of the funds will be used to replace tasers ($15,858.29). He
noted that other replacement items include a ladder.

He then related that another grant awarded to the Police Department was
the Bullet Proof Partnership Grant, explaining that approximately 4½
years ago there was a recall on their bullet proof vest and 47 vest were
replaced. He noted that the vest have a 5-year life span so next year
they will have to replace those vest in service, which is 38. He noted
that the grant was for $16,874.00, which will be used toward the purchase
of new vest next year.
Alderman Bolden commended Chief Boyd regarding the new body cameras that
will be used by the Police Department, noting the unfortunate incident in
Missouri.
b. Traffic Update regarding Little Rock Air Force Base back gate closure
Chief Boyd related that the back gate of the Air Base has been closed,
noting that the Air Base has suggested that its employees use the Harris
Road gate. He stated that the first day of school this week with all the
traffic from the Air Force Base it bottlenecked. He explained that they
have made contact with the Air Base and worked out some plans and for the
last two days the traffic has run fairly smooth. He related that they
Air Base assisted by directed traffic just inside the gate to keep it
moving.
He then explained that the project on the back gate is expected to be

completed by October 1, noting that they have stated that the project
is ahead of scheduled so it could be completed as early as September
th
15. He added that once that project is completed they will begin a
project for the front gate. He stated that he has worked with the Air
Base and there is a plan in place for that closure. He related that they
are going to allow a lane going in Vandenburg for the traffic on Marshall
Road. He stated that the traffic for Hwy. 67 down Vandenburg from John
Harden Drive will go off to the Marshall Road entrance during peak hours.
He then related that during non-peak hours the entrance will be closed.
He related that the Police Department is supporting Officer Jennifer
Corbin by selling breast cancer awareness pins, noting that they can be
purchased for $10.00. He stated that they are trying to raise money,
stating that under our insurance she could be responsible for
approximately $4,000.00. He stated that they are raising money and
honoring her through her fight with cancer. He stated that Officer
Corbin is one of the School Resource Officers and is very well liked in
the schools as well as being a topnotch police officer.
Alderman Bolden pledged $100.00, challenging his fellow Alderman to match
his pledge.
Alderman Ray pledged his match.

STREET DEPARTMENT: Request to Accept Bid Asphalt Overlay
Public Works Director Jim Oakley related that this is the annual overlay
program, expressing his disappointment that the City only received one
bid. He noted that generally three bids are received from major companies
in Arkansas. He explained that two of the three stated that current
their work load would not allow them to participate in the bidding. He
surmised that if the project is sent for rebid he did not feel the
outcome would be any different. He answered that some of the street
included in the bid is a block of Brewer, Latigo, and a block and half in
North Lake on Oneida Drive. He noted that many of the streets will have
to be milled after being overlaid several times. He stated that the
funds are budgeted in the Street Department Fund.
Alderman Bolden moved, seconded by Alderman Traylor to approve the bid
from Cranford Construction in the amount of $160,555.30. MOTION CARRIED
with Alderman Ray voting NAY.
PARKS & RECREATION:
PLANNING COMMISSION:
GENERAL: RESOLUTION 717 (#12-2014)
A RESOLUTION ADOPTING A HAZARD MITIGATION ACTION PLAN FOR THE CITY OF
JACKSONVILLE, ARKANSAS; AND, FOR OTHER PURPOSES.
Alderman Ray moved, seconded by Alderman Bolden to read Resolution 717
(#12-2014). MOTION CARRIED whereupon City Attorney Bamburg read the
heading of Resolution 717 (#12-2014)
City Attorney Bamburg related that the adoption of Resolution 717 adopts
a program that would allow the City of Jacksonville to continuing
qualifying for FEMA funds and assistance in the event of flooding within
the area. He noted that this had been adopted in the past and this
Resolution is a repeat housekeeping measure which extends it through
2017.
Alderman Ray moved, seconded by Alderman Bolden to approve Resolution 717
(#12-2014) in its entirety. MOTION CARRIED.

ANNOUNCEMENT(S): City Offices will be closed Monday, September 1 in
observance of Labor Day.
Vice Mayor Elliott reminded everyone of the upcoming school election,
asking everyone to make as many contacts as possible before the election
in support of Jacksonville having its own school district.
