REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in a special
session on August 13, 2020 at the regular meeting place of the City Council.
Council Member Bolden delivered the invocation and Mayor Johnson led a
standing audience in the “Pledge of Allegiance” to the flag.
Mayor Johnson sworn in newly elected Council Member Mike Dietz to Ward One,
Position One before the start of the meeting.
ROLL CALL: City Council Members: Dietz, Bolden, Sipes, Sansing, Ray, Mashburn,
Traylor, Twitty, Smith, and Collins answered ROLL CALL. Mayor Johnson also
answered ROLL CALL declaring a quorum. PRESENT TEN (10) ABSENT (0).
Others present for the meeting via teleconference were: IT Director Emily
Osment, and Rick Kron from the Leader Newspaper.

GENERAL: a. Council Member Gary Sipes
Council Member Gary Sipes stated that he is resigning for the Jacksonville
City Council immediately. He recognized Council Member Reedie Ray as a
mentor, adding that he was pleased to be able to serve with Reedie. He then
acknowledged Council Members Tara Smith, and Mary Twitty saying that he
appreciates their tenacity and willingness to standup to the “bully”.
He stated that when he won the position as Council Member he recalled that he
stated “if he could not make a change, that he would get off the City
Council”, adding that he does not see himself as being productive on the City
Council. He stated that he feels ashamed when he receives a check from the
City because there has not been a lot accomplished since he has been on the
Council. He stated that he would like to say to Rick Kron and the Leader
Newspaper “I am not leaving for any other reason - other than it is my
choice”. He related that recently he and his son purchased several acres
outside of Cabot and are building homes there, adding that his current home
sold remarkably quick and he is having to move. He told Mayor Johnson that he
does appreciate the opportunity to serve, saying that he would like to
apologize to the citizens that voted for him and also supported him during
some of these difficult times that he had while he was on the City Council.

He then added that as far as he is concerned it is “all water under the
bridge”. He reiterated his apology to the constituents of the City of
Jacksonville because he did not stay in the position for his full term.
Saying that it is for the best for the City of Jacksonville and for his
family.
Council Member Twitty thanked Gary Sipes for his service.
Mayor Johnson thanked Gary Sipes for his service, expressing his
appreciation.
Council Member Mashburn joined in, thanking Gary Sipes.
Mayor Johnson accepted the resignation of former City Council Member Gary
Sipes effective immediately.
b. Council Member Ray moved, seconded by Council Member Bolden to hold a

Special Election in conjunction with the November 3 General Election.
Council Members Sansing and Mashburn voiced support for a Special Election.
At this time, MOTION CARRIED.
ORDINANCE 1636 (#10-2020)
AN ORDINANCE SUBMITTING TO THE VOTERS OF THE CITY OF JACKSONVILLE, ARKANSAS,
THE ELECTION OF CITY COUNCIL MEMBER FOR WARD TWO, POSITION ONE OF THE CITY OF
JACKSONVILLE, ARKANSAS; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES.
Council Member Bolden moved, seconded by Council Member Collins that
Ordinance 1636 be placed on FIRST READING. ROLL CALL: Councilman Dietz,
Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted
AYE. MOTION CARRIED. City Clerk Susan Davitt read the heading of Ordinance
1636 (#10-2020).
Council Member Bolden moved, seconded by Council Member Ray to approve
Ordinance 1636 on FIRST READING and SUSPEND THE RULES to place Ordinance 1636
on SECOND READING. ROLL CALL: Council Member Dietz, Bolden, Sansing, Ray,
Mashburn, Traylor, Twitty, Smith, and Collins voted AYE. MOTION CARRIED.
Council Member Bolden moved, seconded by Council Member Sansing to further
SUSPEND THE RULES and place Ordinance 1636 on THIRD AND FINAL READING. ROLL
CALL: Councilman Dietz, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty,
Smith, and Collins voted AYE. MOTION CARRIED.
Council Member Sansing moved, seconded by Council Member Bolden to APPROVE
AND ADOPT Ordinance 1636 in its entirety. ROLL CALL: Councilman Dietz,
Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted
AYE. MOTION CARRIED.

Council Member Ray moved, seconded by Council Member Sansing that the
EMERGENCY CLAUSE be approved and adopted. ROLL CALL: Councilman Dietz,
Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Smith, and Collins voted
AYE. MOTION CARRIED.

ORDINANCE 1636 (#10-2020) APPROVED AND ADOPTED THIS 13 DAY OF AUGUST, 2020.
ANNOUNCEMENTS:
ADJOURNMENT: Without objection, Mayor Johnson adjourned the meeting at
