REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular session
on April 23, 2020 at the regular meeting place of the City Council.
ROLL CALL: City Council Members: Bolden, Sipes, Sansing, Mashburn, Traylor,
Twitty, Smith, and Collins answered ROLL CALL. Mayor Johnson also answered ROLL
CALL declaring a quorum. PRESENT EIGHT (8) ABSENT (1) ONE SEAT VACANT.
Others present for the meeting were: City Attorney Stephanie Friedman, Water
Department Manager Jake Short, Public Works Director Jim Oakley.
PRESENTATION OF MINUTES:
Mayor Johnson presented the minutes of the regular City Council meeting of
April 2, 2020 for approval and/or correction at the next regularly scheduled
City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Council Member Bolden moved, seconded by Council Member Traylor that the
minutes of the special scheduled City Council meeting of 31 January 2020 and
the regular scheduled City Council meeting of 5 March 2020 be APPROVED.
MOTION CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT
Council Member Traylor moved, seconded by Council Member Sansing to approve
the Regular Monthly Report for March 2020 regarding annual crime statistical
comparisons.
REGULAR MONTHLY REPORT/FIRE DEPARTMENT
Council Member Traylor moved, seconded by Council Member Sansing to approve the
regular monthly report for March 2020 from the Jacksonville Fire Department,
reflecting a fire loss of $2,900.00 and a savings total of $110,000.00.
REGULAR MONTHLY/ENGINEERING DEPARTMENT
Council Member Traylor moved, seconded by Council Member Sansing to approve
the regular monthly report for March 2020.

WATER DEPARTMENT: ORDINANCE 1632 (#06-2020)
AN ORDINANCE AUTHORIZING AND APPROVING AN AGREEMENT BETWEEN THE CITY OF
JACKSONVILLE, ARKANSAS AND THE MID-ARKANSAS WATER ALLIANCE; DECLARING AN
EMERGENCY; AND FOR RELATED PURPOSES.
Council Member Twitty moved, seconded by Council Member Bolden to suspend
City Council’s regular Ordinance adoption protocol for this meeting only and
that one vote would be for first, second and third reading and the emergency
clause. MOTION CARRIED.
Council Member Sansing moved, seconded by Council Member Bolden to place
ORDINANCE 1632 ON FIRST READING AND TO APPROVE ORDINANCE 1632 ON FIRST
READING AND THEN TO SUSPEND THE RULES AND PLACE ORDINANCE 1632 ON SECOND
READING AND TO APPROVE ORDINANCE 1632 ON SECOND READING AND THEN TO FURTHER
SUSPEND THE RULES AND PLACE ORDINANCE 1632 ON THIRD AND FINAL READING. ROLL
CALL: Council Member Bolden, Sipes, Sansing, Mashburn, Traylor, Twitty,
Smith, and Collins voted AYE. MOTION CARRIED. Whereupon City Attorney
Friedman read the heading of Ordinance 1632 one time.
Water Department Manager Jake Short related that Jacksonville along with
approximately 25 or 26 other water utilities in Arkansas make up the
nonprofit organization or corporation that is the Mid-Arkansas Water
Alliance. He explained that their sole purpose is to combine resources to
acquire water allocations out of US Army Corp of Engineers lakes, adding that
in this case we are talking about Greers Ferry Lake. He then explained that
City of Jacksonville entered into a similar agreement in 2009, where we
purchased 1.24 million gallons per day from Greers Ferry Lake. He stated
that the proposed agreement mirrors that earlier agreement, but this time we
are purchasing 2.25 additional million gallons daily. He then pointed out
that this will earmark for Jacksonville a total of approximately 3.5 million
gallons a day from Greers Ferry Lake.
He then responded to a question from Council Member Traylor, that the City is
not required to use that amount every day. He clarified that we are paying a
lump sum fee just over $704,000 to earmark that water for Jacksonville in the
future because it is “future water” we are talking about. He then clarified
that this agreement has nothing to do with any wholesale provider contracts
that we have with CAW or Lonoke White. He then added that although Lonoke
White is the mechanism through which we would receive the water. Mid-Arkansas
Water Allocation is the association that is charged with obtaining the
allocations.
He then answered Council Member Bolden that in 2009, the Corp was only
opening up 15 million gallons per day and each entity was vying for a piece
of that pie. He then stated that this is the second round, they have opened

up another 20.75 million gallons a day, and again each entity is vying for
its own piece of the pie. Jacksonville will acquire an additional 2.25
million gallons per day.
Mayor Johnson pointed out the importance to Jacksonville and Little Rock Air
Force Base to have two water sources plus our own wells if needed.
Council Member Traylor moved, seconded by Council Member Twitty to APPROVE
AND ADOPT Ordinance 1632. ROLL CALL: Council Member Bolden, Sipes, Sansing,
Mashburn, Traylor, Twitty, Smith, and Collins voted AYE. MOTION CARRIED.
Council Member Traylor moved, seconded by Council Member Bolden that the
EMERGENCY CLAUSE be approved and adopted. ROLL CALL: Council Member Bolden,
Sipes, Sansing, Mashburn, Traylor, Twitty, Smith, and Collins voted AYE.
MOTION CARRIED.

ORDINANCE 1632 (#06-2020) APPROVED AND ADOPTED THIS 23 DAY OF APRIL, 2020.

STREET DEPARTMENT: Request to enter into an agreement for storm water mapping
Public Works Director Jim Oakley reminded the City Council that they had
passed a Resolution to allow for the storm water mapping, explaining that
they would obtain a grant from Pagis that will facilitate the mapping for our
system. He pointed out that the City has never had a map of the drainage
system, this will allow the City to pick a contractor. He stated that they
solicited qualifications, there were eight applicants and they are proposing
to choose Garver Engineering. He related that Garver has performed GIS work
for Sherwood, Little Rock, and North Little Rock.
Council Member Traylor confirmed with Public Works Director Jim Oakley that
this would allow it to be accessible through Pagis. He then addressed Council
Member Mashburn saying that it would be a good tool that would serve future
generations to come.
Council Member Bolden moved, seconded by Council Member Twitty to authorize
the City to enter into an agreement to procure storm water mapping for the
Pagis system. MOTION CARRIED.

GENERAL: a. RESOLUTION 792 (#03-2020)
A RESOLUTION BY THE CITY OF JACKSONVILLE SUPPORTING THE HOUSE JOINT
RESOLUTION 1018 OF 2019 (HR 1018 OF 2019), PROPOSING AN AMENDMENT TO THE
ARKANSAS CONSTITUTION TO CONTINUE A LEVY OF A ONE-HALF PERCENT SALES AND USE
TAX FOR STATE HIGHWAYS AND BRIDGES; COUNTY ROADS, BRIDGES, AND OTHER SURFACE
TRANSPORTATION; AND CITY STREETS, BRIDGES, AND OTHER SURFACE TRANSPORTATION
AFTER THE RETIREMENT OF THE BONDS AUTHORIZED IN ARKANSAS CONSTITUTION,
AMENDMENT 91, AS SPECIAL REVENUE TO BE DISTRIBUTED UNDER THE ARKANSAS HIGHWAY
REVENUE DISTRIBUTION LAW.
Council Member Bolden moved, seconded by Council Member Twitty to read
Resolution 792.
Whereupon City Attorney Friedman read the heading of Resolution 792.
Mayor Johnson explained that the Resolution supports extending the sales tax
that is currently being collected; City of Jacksonville receives
approximately 1/3 of its funding for roads and bridges. He explained that
the State gets 70%, County get 15% and the cities gets 15%, adding that it is
distributed according to population. He reminded everyone that this is
another reason why the Census is so important.
At this time, MOTION CARRIED.
Council Member Bolden moved, seconded by Council Member Sipes to adopt
Resolution 792 (#03-2020) in its entirety. MOTION CARRIED.
b. Request to enter into an agreement to contract for engineering services
Mayor Johnson stated that he is removing this item from the agenda pending
further research.
APPOINTMENTS: SEWER COMMISSION
Council Member Traylor moved, seconded by Council Member Twitty to approve
the reappointment of Fred Belote to the Sewer Commission for a term to expire
4/20/2025. MOTION CARRIED.
WATER COMMISSION
Council Member Bolden moved, seconded by Council Member Twitty to approve the
reappointment of Larry Wilson to the Water Commission for a term to expire
4/20/2028. MOTION CARRIED.
