ORDINANCE NO, 1591 (#13 - 2018)
AN ORDINANCE TO MODIFYJACKSONVILLEMUNICIPAL CODE§ 206.010
(MINIMUM SALARY - MAYOR), JACKSONVILLE MUNICIPAL CODE §
2.08.020 (MINIMUM SALARY — CITY CLERK), AND JACKSONVILLE
MUNICIPAL CODE § 210,010 (MINIMUM SALARY— CITYATTORNEY);
AND, FOR OTHER PURPOSES.
WHEREAS, by Ordinance No. 1099 (# 9 - 1998), the Jacksonville City Council
designated minimum salaries for the Offices of Mayor, City Attorney, and City Clerk.
Ordinance No. 1371 (#14-2009) modified the minimum salary for the Office of
Mayor; and,
WHEREAS, because of changes in economic conditions and circumstances,
the City Council deems it appropriate to revise the minimum salaries designated for
the Offices of Mayor, City Clerk, and City Attorney of the City of Jacksonville.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OFJACKSONVILLE, ARKANSAS, THA T.-
SECTION ONE; Jacksonville Municipal Code § 2.06.010 is hereby
amended and modified to include the following:
The annual minimum salary for the Office of Mayor of the City of Jacksonville shall
be Seventy-six Thousand Dollars ($76,000.00), together with standard employee
benefits and accompaniments granted to all City employees/officials through State
law and City Policy/Ordinances. In addition, the following monetary provisions will
apply:
i) An annual Vehicle Allowance may be made available not to exceed Eight
Thousand Dollars ($8,000.00) annually as designated by the City Council on an
annual basis. A monthly log shall be maintained providing all required information
(dates, mileage, purposes, etc.) to support the need for and use of said allowance;
and,
ii) Registration fees/expenses for participation in the Arkansas Municipal League
events and functions, including reasonable overnight travel expenses required for
League events held outside of a Fifty (50) mile radius of Jacksonville.

SECTION TWO. Jacksonville Municipal Code § 2.08.020 is hereby
amended and modified to include the following:
The annual minimum salary for the Office of City Clerk of the City of Jacksonville
shall be Forty-six Thousand Nine Hundred Thirty-seven Dollars ($46,937.00),
together with standard employee benefits and accompaniments granted to all City
employees/officials through State law and City Policy/Ordinances. In addition, the
following monetary provisions will apply:
i) An annual Vehicle Allowance may be made available not to exceed Eight
Thousand Dollars ($8,000.00) annually as designated by the City Council on an
annual basis. A monthly log shall be maintained providing all required information
(dates, mileage, purposes, etc.) to support the need for and use of said allowance;
and,
ii) Registration fees/expenses for participation in the Arkansas Municipal League
events and functions, including reasonable overnight travel expenses required for
League events held outside of a Fifty (50) mile radius of Jacksonville.
SECTION THREE.Jacksonville Municipal Code § 2.10.010 is hereby
amended and modified to include the following:
The annual minimum salary for the Office of City Attorney of the City of Jacksonville
shall be Seventy-two Thousand Two Hundred Sixty-two Dollars ($72,262.00),
together with standard employee benefits and accompaniments granted to all City
employees/officials through State law and City Policy/Ordinances. In addition, the
following monetary provisions will apply:
i) An annual Vehicle Allowance may be made available not to exceed Eight
Thousand Dollars ($8,000.00) annually as designated by the City Council on an
annual basis. A monthly log shall be maintained providing all required information
(dates, mileage, purposes, etc.) to support the need for and use of said allowance;
and,
ii) Registration fees/expenses for participation in the Arkansas Municipal League
and Arkansas City Attorneys'Association events and functions, including reasonable
overnight travel expenses required for such events held outside of a Fifty (50) mile
radius of Jacksonville.

SECTION FOUR; All Ordinances or parts of Ordinances in conflict
herewith are hereby repealed to the extent of such conflict.
SECTION FIVE. So as to implement said changes for the calendar
year 2019 and forward, benefitting all citizens of Jacksonville, it is hereby declared
that an emergency exist. It is, therefore, declared that an emergency exists and
this Ordinance, being necessary for the immediate preservation of financial public
peace, health, and safety, shall take effect and be in force from and after its date of
passage.
