ORDINANCE NO. 1629 (#03 - 2020)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR PURCHASE OF A
NEW INTERVIEW ROOM CAMERA SYSTEM FOR THE JACKSONVILLE
POLICE DEPARTMENT; FOR APPROPRIATE IMPLEMENTATION AND
ACCESS FOR DEPARTMENT AND JACKSONVILLE POLICE DEPARTMENT
REPRESENTATIVES; DECLARING AN EMERGENCY; AND, FOR OTHER
PURPOSES.
WHEREAS, the City has determined that better interview room camera system for
Jacksonville Police Department can be obtained and provided by WatchGuard.
WHEREAS, said services are not currently supported. As a result, City Staff
recommend waiver of competitive bidding and request they be allowed to contract with
WatchGuard for an interview room camera system for Jacksonville Police Department,
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: Competitive bidding for an interview room camera system for
the Jacksonville Police Department would be costly, untimely, and non-productive, making
said competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA §14-
47-183, to authorize contracting for interview room camera system for Jacksonville Police
Department. Authorization is hereby given to the Mayor and/or his authorized
representative(s) to enter into contract with WatchGuard for said services, all for a current
cost not to exceed Twenty -Seven Thousand Two Hundred Fifty -One and 08/100 Dollars
($27,251.08), together with applicable tax and any future City -approved annual increases.
Authorization is also granted to the Mayor and/or his authorized representative(s), to enter
into the appropriate documents for acquisition of an interview room camera system for
Jacksonville Police Department and to acquire the needed services.
SECTION THREE: All Ordinances, parts of Ordinances, or previous actions
taken by said Council in conflict herewith are hereby repealed to the extent of such conflict.
SECTION FOUR: This Ordinance, necessary for the continued efficient delivery
of public services and for the benefit, health, safety, and welfare of the citizens of
Jacksonville, should be implemented immediately. Therefore, an emergency is hereby

declared, and this Ordinance shall be in force and effect from and after its date of passage.
