1641ORDINANCE NO. 1641 (#15 - 2020)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF
NEW AV EQUIPMENT AND VIDEO CONFERENCE CAPABILITIES FOR
JACKSONVILLE CITY HALL COUNCIL CHAMBERS; FOR APPROPRIATE
IMPLEMENTATION AND ACCESS FOR DEPARTMENT AND CITY OF
JACKSONVILLE REPRESENTATIVES; DECLARING AN EMERGENCY; AND,
FOR OTHER PURPOSES.
WHEREAS, the City has determined that an upgrade for AV equipment and video
conference capabilities for City Hall Council Chambers can be obtained and provided by
Martin & Company AV, LLC.
WHEREAS, said services are not currently supported. As a result, City Staff
recommend waiver of competitive bidding and request they be allowed to contract with
Martin & Company AV, LLC for video conference equipment.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: Competitive bidding for video conference equipment for the
Jacksonville City Hall Council Chambers would be costly, untimely, and non-productive,
making said competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA § 14-
47-183, to authorize contracting for video conference equipment for Jacksonville City Hall
Council Chambers. Authorization is hereby given to the Mayor and/or his authorized
representative(s) to enter into contract with Martin & Company AV, LLC for said equipment,
all for a current cost not to exceed Fifty -Eight Thousand Five Hundred Forty and 55/100
Dollars ($58,540.55). Authorization is also granted to the Mayor and/or his authorized
representative(s), to enter into the appropriate documents for acquisition of an video
conference equipment for Jacksonville City Hall Council Chambers and to acquire the
needed services.
SECTION THREE: All Ordinances, parts of Ordinances, or previous actions
taken by said Council in conflict herewith are hereby repealed to the extent of such conflict.
SECTION FOUR: This Ordinance, necessary for the continued efficient delivery
of public services and for the benefit, health, safety, and welfare of the citizens of

Jacksonville, should be implemented immediately. Therefore, an emergency is hereby
declared, and this Ordinance shall be in force and effect from and after its date of passage.
