AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR PURCHASE OFA
NEW PHONE SYSTEM FOR CITY HALL, JACKSONVILLE COMMUNITY
CENTER AND CDBG BUILDING; FOR APPROPRIATE IMPLEMENTATION
ANDACCESS FOR DEPARTMENTAND ITREPRESENTA TIVES; DECLARING
AN EMERGENCY; AND, FOR OTHER PURPOSES.
WHEREAS, after comparison to the current services through Ritter
Communications, the City has determined that better Telephone Services for City
Hall, Jacksonville Community Center, and CDBG can be obtained and provided by
TeleComp. The importance of efficient and effective Telephone Services for City
buildings cannot be emphasized enough; and,
WHEREAS, said services are being offered by TeleComp at substantial
savings to the City over the current services provided by Ritter Communications. As
a result, City Staff recommend waiver of competitive bidding and request they be
allowed to contract with TeleComp for said Telephone Services for City Hall,
Jacksonville Community Center, and CDBG.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OFIACKSONVILLE, ARKANSAS, THA T.-
SECTION ONE; Competitive bidding for Telephone Services for
City Hall, Community Center, and CDBG and warranties for the City would be costly
and non-productive, making said competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to
ACA §14-47-183, to authorize contracting for Telephone Services for City Hall,
Jacksonville Community Center, and CDBG. Authorization is hereby given to the
Mayor and/or his authorized representative(s) to enter into contract

with TeleComp for said services, all for a current monthly cost not to exceed One
Thousand Nine Hundred Eighty-nine and 96/100 Dollars ($1,989.96), together with
applicable tax and any future City -approved annual increases. Authorization is also
granted to the Mayor and/or his authorized representative(s), to enter into the
appropriate documents for acquisition Telephone Services for City Hall, Jacksonville
Community Center, and CDBG and warranties from TeleComp to acquire the needed
services.
SECTION THREE; All Ordinances, parts of Ordinances, or previous
actions taken by said Council in conflict herewith are hereby repealed to the extent
of such conflict.
SECTION FOUR: This Ordinance, necessary for the continued
efficient delivery of public services and for the benefit, health, safety, and welfare of
the citizens of Jacksonville, should be implemented immediately. Therefore, an
emergency is hereby declared, and this Ordinance shall be in force and effect from
and after its date of passage.
