SPECIAL CITY COUNCIL MEETING

REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in Special
Session on June 14, 2011 at the regular meeting place of the Council.
Alderman Smith delivered the invocation and Mayor Fletcher led a standing
audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Smith, McCleary, Sansing, Ray, Robinson, and
Howard answered roll call. Mayor Fletcher also answered ROLL CALL
declaring a quorum. PRESENT SEVEN (7), ABSENT (3). Aldermen Rinker,
Traylor, and Stroud were absent.
Others present for the meeting were: City Attorney Robert Bamburg,
Director of Administration Jim Durham, City Engineer Jay Whisker, Fire
Chief John Vanderhoof, Police Chief Gary Sipes, Finance Director Cheryl
Erkel, 911 Director Tabby Hughes, Public Works Director Jim Oakley, Human
Resource Director Jill Ross, CDBG Director Theresa Watson, IT Director
Barbara Daniel, Mrs. Edith Smith, Mr. Jim Moore, interested citizens, and
members of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of June 2, 2011 for approval and/or correction at the next regularly
scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Smith moved, seconded by Alderman Howard that the minutes of the
Regular City Council meeting of 5 May 2011 be APPROVED. MOTION CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT
Alderman Ray moved, seconded by Alderman Sansing to approve the Regular
Monthly Report for May 2011 regarding annual crime statistical comparisons.
REGULAR MONTHLY REPORT/FIRE DEPARTMENT
Alderman Ray moved, seconded by Alderman Sansing to approve the Regular
Monthly Report for May 2011 from the Jacksonville Fire Department, which
reflects a fire loss of $13,000.00 and a savings total of $0.00.
REGULAR MONTHLY REPORT/ANIMAL CONTROL
Alderman Ray moved, seconded by Alderman Sansing to approve the Regular
Monthly Animal Control Report for May 2011. Said report reflects:
ADOPTION/FINES: $1,910.00
CONTRIBUTIONS: $ 25.00
TOTAL: $1,935.00

PLANNING COMMISSION: Final Plat DG Commercial Subdivision
City Engineer Whisker related that this is the final plat of the Dollar
General Store that is to be located at the corner of Military and Loop
Roads. He noted on the plat that Loop Road is to continue to the south
in the designated right-of-way, adding that the developer has bonded for
monies to finish that roadway. He related that construction on the store
has begun.
Mayor Fletcher asked City Engineer Whisker to offer an update regarding
the status of a traffic signal at that intersection.
City Engineer Whisker explained that Hwy. 294 is part of the Highway
Department system and any improvements would have to be coordinated
through the Arkansas Highway Department. He added that he is unaware of
any study by the Arkansas Highway Department regarding signalization at
that location.
Alderman Ray moved, seconded by Alderman Smith to approve the Final Plat
of the DG Commercial Subdivision as presented. MOTION CARRIED.

GENERAL: ORDINANCE 1420 (#8-2011)
AN ORDINANCE ACCEPTING AND CONFIRMING ANNEXATION OF CERTAIN LANDS TO THE
CITY OF JACKSONVILLE, ARKANSAS (COMMONLY REFERRED TO AS THE HIGHWAY
67/167 NORTH CORRIDOR PROPERTY); DECLARING AN EMERGENCY; AND, FOR OTHER
PURPOSES.
Alderman Ray moved, seconded by Alderman Sansing that Ordinance 1420 be
placed on FIRST READING. ROLL CALL: Aldermen Elliott, Smith, McCleary,
Sansing, Ray, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED.
Whereupon City Attorney Bamburg read the heading of Ordinance 1420.
Alderman Ray moved, seconded by Alderman Elliott to APPROVE Ordinance
1420 on FIRST READING and to suspend the rules and place Ordinance 1420
on SECOND READING. ROLL CALL: Aldermen Elliott, Smith, McCleary,
Sansing, Ray, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED.
Whereupon City Attorney Bamburg read the heading of Ordinance 1420.
Alderman Ray moved, seconded by Alderman Sansing to APPROVE Ordinance
1420 on SECOND READING and to further suspend the rules and place
Ordinance 1420 on THIRD and FINAL READING. ROLL CALL: Aldermen Elliott,
Smith, McCleary, Sansing, Ray, Robinson, and Howard voted AYE. NAY (0).
MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of
Ordinance 1420.
Alderman Smith moved, seconded by Alderman McCleary that Ordinance 1420
be APPROVED AND ADOPTED. ROLL CALL: Aldermen Elliott, Smith, McCleary,
Sansing, Ray, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED.
Alderman Ray moved, seconded by Alderman McCleary that the EMERGENCY
CLUASE be APPROVED and ADOPTED. ROLL CALL: Aldermen Elliott, Smith,
McCleary, Sansing, Ray, Robinson, and Howard voted AYE. NAY (0). MOTION
CARRIED.

ORDINANCE APPROVED, ADOPTED, AND NUMBERED 1420 THIS 14 DAY OF JUNE
2011.
Alderman Elliott commended Mayor Fletcher, Director of Administration Jim
Durham, and City Engineer Whisker regarding their efforts in making the
annexation successful for both the area to be annexed and the City of
Jacksonville.
Mayor Fletcher stated that the annexation was voluntary, which was
received favorably when the property owners learned of the benefits to
being annexed. He related that 911 and police services are already being
coordinated for the area, adding that the City is excited about bringing
them into the community.
It was noted that the emergency clause would bring the Ordinance into
effect immediately.

In response to a question from Alderman Howard, City Attorney Bamburg
explained that there is only one facility that will be grandfathered in
regarding the sale of fireworks.
b. Request to set public meeting regarding a street name change

ANNOUNCEMENT(S): Mayor Fletcher announced that the Jacksonville
Patriotic Spectacular will be held at the Jacksonville High School

football field July 1 at 6:30 p.m.

He then announced that City Hall will be closed Monday, July 4 in
observance of Independence Day.
ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at
approximately 7:10 p.m. MOTION CARRIED.
