ORDINANCE NO. 1382 ( #25 - 09)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE
OF A NEW BASEBALL SCOREBOARD SYSTEM FOR THE CITY OF
JACKSONVILLE'S PARKS AND RECREATION DEPARTMENT; DECLARING AN
EMERGENCY; AND, FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville i5 in need of an updated and enhanced
baseball scoreboard system and applicable customized assessories to better provide
more efficient, effective, and expanded scoreboard capabilities at Dupree Park; and,
WHEREAS, said system, related services, and support are readily available at
a competitive price and in a timely manner through Rainey Electronics, Inc. which
furnished the best and most substantial qualification information to the City through
its previously published Request for Qualifications. As such the City of Jacksonville
Parks and Recreation Department recommends and requests waiver of competitive
bidding so that the City may contract with Rainey Electronics, Inc. to purchase the
Fair -Play Baseball Scoreboard System for use at Dupree Park.
NOW THEREFORE BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT.'
SECTION ONE: Competitive bidding for the purchase of enhanced
baseball scoreboard system, related services, and support for a more efficient
effective and expanded scoreboard system for Dupree Park would be costly and
n productive, making said competitive bidding unfeasible and impractical after
receiving responses to the City's Requests for Qualifications.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA
§14-58 -383, to authorize the purchase an enhanced baseball scoreboard system
customized software, related services and support for a more efficient effective,
and expanded scoreboard system for Fields 2, 3, & 4 at Dupree Park. Authorization
is hereby given to the Mayor and/or his authorized agent to enter into a contract
with Rainey Electronics Inc. of 19023 Colonel Glenn, little Rock, Arkansas 72210,
for the purchase of the Fair -Play Baseball Scoreboard System, Model No. BA- 7109T-
2LED, and the necessary customized software, related services and support at a
cost not to exceed Nineteen Thousand Nine Hundred Eighty -five Dollars
($19,985.00), plus applicable taxes.
SECTION THREE: All Ordinances, parts of Ordinances or previous actions
of said Council in conflict herewith are hereby repealed to the extent of such
conflict.
SECTION FOUR: This Ordinance, necessary for the improvement of public
services and the health, safety, and welfare of the citizens of Jacksonville, should be
implemented immediately. Therefore, an emergency is hereby declared, and this
Ordinance shall be in force and effect from and after its date of passage.
