REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular
session on November 2, 2017 at the regular meeting place of the City
Council. Acting Vice Mayor Elliott delivered the invocation and led a
standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: City Councilman: McCleary, Sansing, Mashburn, Traylor, Twitty,
Smith, and Collins answered ROLL CALL. Acting Vice Mayor Elliott also
answered ROLL CALL declaring a quorum. Councilman Bolden, Ray, and Mayor
Fletcher were absent. PRESENT SEVEN (7) ABSENT TWO (2).
Others present for the meeting were: City Attorney Robert Bamburg, Human
Resource Director Jill Ross, Finance Director Cheryl Erkel, Fire Chief
Alan Laughy, Professional Administrative Consultant Geoffrey Herweg, IT
Director Scott Rothlisberger, Parks and Recreation Director Kevin House,
CDBG Director Theresa Watson, Director of Engineering Jay Whisker,
Director of Public Works Jim Oakley, 911 Director Tabby Hughes, Arkansas
State Representative Bob Johnson, Rick Kron, Jeannie Herweg, Lida Feller,
Planning Commissioner Patrick Thomas, Dr. Robert Price, Johnny Simpson,
Melanie Martin interested citizens, and members of the press.
PRESENTATION OF MINUTES:
Acting Vice Mayor Elliott presented the minutes of the regular City
Council meeting of October 19, 2017 for approval and/or correction at the
next regularly scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Councilman Ray moved, seconded by Councilman Twitty that the minutes of
the regular City Council meeting of 5 October 2017 be APPROVED. MOTION
CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT
Councilman Sansing moved, seconded by Councilman McCleary to approve the
Regular Monthly Report for September 2017 regarding annual crime
statistical comparisons.

GENERAL: RESOLUTION 759 (#12-2017)
A RESOLUTION SUPPORTING THE CAMPAIGN FOR THE CITY OF JACKSONVILLE,
ARKANSAS, AND PROVIDING AUTHORIZATION OF LIQUOR BY THE DRINK SALES IN THE
NOVEMBER 14, 2017 ELECTION; AND, FOR OTHER PURPOSES.
Councilman Traylor moved, seconded by Councilman Twitty to read
Resolution 759 (#12-2017). MOTION CARRIED. Whereupon City Attorney
Bamburg read the heading of Resolution 759 (#12-2017).
Councilman Collins emphasized this is not for bars or liquors stores but
restaurants to serve liquor without having to get a private club license.
Councilman Traylor moved, seconded by Councilman Twitty to approve
Resolution 759 (#12-2017) in its entirety. MOTION CARRIED.
Councilman Collins stated that the military is near and dear to his heart
and the Junior ROTC and Jacksonville ROTC program were recognized in the
paper for being in the top 5% in the nation. He requested a Resolution
of support be presented in recognition of them at the next regularly
scheduled City Council meeting. He expressed his pride of them.
