REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular
session on October 5, 2017 at the regular meeting place of the City
Council. Councilman Bolden delivered the invocation and Mayor Fletcher
led a standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: City Councilman: Elliott, Bolden, McCleary, Sansing, Ray,
Mashburn, Traylor, Twitty, Smith, and Collins answered ROLL CALL. Mayor
Fletcher also answered ROLL CALL declaring a quorum. PRESENT TEN (10).
Others present for the meeting were: City Attorney Robert Bamburg,
Director of Engineering Jay Whisker, Fire Chief Alan Laughy, Professional
Administrative Consultant Geoffrey Herweg, IT Director Scott
Rothlisberger, CDBG Director Theresa Watson, Director of Public Works Jim
Oakley, 911 Director Tabby Hughes, Rick Kron, Jeannie Herweg, Lida
Feller, Patrick Thomas, Johnny Simpson, interested citizens, and members
of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of September 21, 2017 for approval and/or correction at the next
regularly scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Councilman Ray moved, seconded by Councilman Bolden that the minutes of
the regular City Council meeting of 7 September 2017 be APPROVED. MOTION
CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/ENGINEERING DEPARTMENT
Councilman Ray moved, seconded by Councilman Bolden to approve the
regular monthly report for September 2017.

GENERAL: RESOLUTION 757 (#10-2017)
A RESOULTION APPROVING AND GRANTING AUTHORIZATION TO MAYOR FLETCHER AND
OTHER OFFICIALS FOR THE SALE OF CERTAIN REAL PROPERTY DESCRIBED HEREIN
(GENERAL LOCATION: 2039 WEST MAIN (PARCEL C), CABOT, ARKANSAS); AND, FOR
OTHER PURPOSES.
Councilman Ray moved, seconded by Councilman Twitty to read Resolution
757 (#10-2017). MOTION CARRIED.
Mayor Fletcher stated that this is the last piece of property that the
Hospital Board owns in Cabot.
Councilman Ray moved, seconded by Councilman Sansing to approve
Resolution 757 (#10-2017) in its entirety. MOTION CARRIED.
b. ORDINANCE 1572 (#08-2017)
AN ORDINANCE AUTHORIZING PAYMENT FOR SERVICES RENDERED IN REPAIR OF THE
LOOP ROAD BRIDGE; DECLARING AN EMERGENCY; AND, PRESCRIBING OTHER MATTERS
RELATING THERETO.
Councilman Bolden moved, seconded by Councilman Sansing that Ordinance
1572 be placed on FIRST READING. ROLL CALL: Councilman Elliott, Bolden,
McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, and Collins voted AYE.
Councilman Smith vote NAY (1). MOTION CARRIED. Whereupon City Attorney
Bamburg read the heading of Ordinance 1572.
Councilman Ray moved, seconded by Councilman Bolden to APPROVE Ordinance
1572 on FIRST READING and suspend the rules and place Ordinance 1572 on
SECOND READING.
In response to a question from Councilman Traylor, Director of Public
Works Jim Oakley stated that $31,200.00 is the total final payment.
In response to a question from Councilman Collins, Director of Public
Works Jim Oakley stated that the nature of the problem was the bridge was
lower than the road approaches. He continued saying that there were two
options one was to lower the road approaches to fit the bridge or to
bring the bridge up to fit the road.
ROLL CALL: Councilman Elliott, Bolden, McCleary, Sansing, Ray, Mashburn,
Traylor, Twitty, and Collins voted AYE. Councilman Smith voted NAY (1).
MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of
Ordinance 1572.

the rules and place Ordinance 1572 on THIRD AND FINAL READING. ROLL
CALL: Councilman Elliott, Bolden, McCleary, Sansing, Ray, Mashburn,
Traylor Twitty, and Collins voted AYE. Councilman Smith voted NAY (1).
MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of
Ordinance 1572.
Councilman Ray moved, seconded by Councilman Twitty that Ordinance 1572
be APPROVED AND ADOPTED. ROLL CALL: Councilmen Elliott, Bolden, McCleary,
Sansing, Ray, Mashburn, Traylor, Twitty, and Collins voted AYE.
Councilman Smith voted NAY (1). MOTION CARRIED.
Councilman Ray moved, seconded by Councilman Mashburn that the EMERGENCY
CLAUSE be approved and adopted. ROLL CALL: Councilmen Elliott, Bolden,
McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, and Collins voted AYE.
Councilman Smith voted NAY (1). MOTION CARRIED.
