ORDINANCE NO. 1311 ( #10 - 07)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE
OF IN -CAR VIDEO SYSTEMS FOR USE BY THE JACKSONVILLE POLICE
DEPARTMENT; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES.
WHEREAS, the Jacksonville Police Department needs four (4) in -car mobile
video systems for its new patrol units, with such equipment vital to the use and
operation of said units. In order to provide utilization of such units, it is imperative
to purchase and install such video systems; and,
WHEREAS, Mobile Vision, of New Jersey, .has provided the in -car video
systems for the Department in the past at a competitive cost and has the equipment
in stock. As such, the Department recommends that the City waive competitive
bidding and purchase the equipment from Mobile Vision of New Jersey.
NOW THEREFORE BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL 6F THE CITY 6F JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: Competitive bidding for the purchase of four (4) Mobile
Vision In -car Video Systems would be costly and non - productive, making said
competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA
C 14 -58 -383, to purchase four (4) Mobile Vision - In -Car Video Systems for use by the
ity of Jacksonville's Police Department. Authorization is hereby given to the Mayor
and City Clerk to enter into a purchase contract with Mobile Vision of New Jersey,
to purchase four (4) MV7B Mobile Vision In -Car Video Systems for a cost not to
exceed Fourteen Thousand Eight Hundred Eighty Dollars ($14,880.00), plus
applicable tax.
SECTION THREE: All Ordinances, parts of Ordinances ' or previous
actions taken by said Council in conflict herewith are hereby repealed to the extent
of such conflict.
SECTION FOUR: This Ordnance, necessary for the improvement of public
health, safety, and welfare of the citizens of Jacksonville, should be implemented
immediately. Therefore, an emergency is hereby declared, and this Ordinance shall
be in force and effect from and after its date iogf passage.
