ORDINANCE Na 1305 ( #4 - 07)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE
OF COMPUTER SOFTWARE FOR USE BY THE CITY'S EMERGENCY
SERVICES AND FINANCE DEPARTMENTS; DECLARING AN EMERGENCY;
AND, FOR OTHER PURPOSES.
WHEREAS, the City's Emergency Services and Finance Departments' billing
process for ambulance services is vital to the operation. In order to provide
improved and more efficient information gathering and billing services utilizing
current software, it is imperative to enhance and streamline the information
gathering process; and,
WHEREAS, Ortivus of Decorah, Iowa, provider of the billing software, Sweet -
Field Data Systems, is the only source for enhancement of said software to allow
field entry of patient information. The Departments believe the cost is competitive
and will streamline the process. As such, it is recommended that the City contract
with Ortivus of Decorah, Iowa, for the purchase of said Sweet -Field Data System,
and Ortivus has agreed to provide such needed software system with appropriate
software, support, training, and warranty at a fair and reasonable rate.
NOW THEREFORE BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT.
SECTION ONE: Competitive bidding for the purchase of an emergency
services field information software system would be costly and non - productive,
making said competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA
I I §14 -58 -383, to purchase said Sweet -Field Data System for use by the City of
Jacksonville's Emergency Services and Finance Departments. Authorization is hereby
given to the Mayor and City Clerk to enter into a purchase contract with Ortivus, of
Decorah, Iowa, to purchase the Sweet -Field Data System software as detailed on
the attached Invoice for a cost not to exceed Fourteen Thousand Three Hundred
Eight Dollars ($14,308.00), including tax.
SECTION THREE: All Ordinances, parts of Ordinances or previous
actions taken by said Council in conflict herewith are hereby repealed to the extent
of such conflict.
SECTION FOUR: This Ordinance, necessary for the public health, safety,
and welfare of the citizens of Jacksonville, should be implemented immediately.
Therefore, an emergency is hereby declared, and this Ordinance shall be in force
and effect from and after its date of passage.
