AN ORDINANCE GIVING AUTHORITY FOR THE LOCATION AND PLACEMENT
OF FIRE HYDRANTS IN THE CITY OF JACKSONVILLE TO THE FIRE
DEPARTMENT IN CONJUNCTION WITH A QUALIFIED ENGINEER AND
THE WATER DEPAITMENT; DECLARING AN EMERGENCY FOR OTHER PUR-
POSES.
WHEREAS, the Fire Department has as its object and purpose to
control and prevent fire and also the protection of life and prop-
erty within the City.
WHEREAS, the location and placement of fire hydrants is
essential to the fighting of fires and proper engineering is essen-
tial in the placement of fire hydrants for the purpose of maintaining
sufficient fire fighting pressures.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF JACKSONVILLE, ARKANSAS, THAT:
Section 1. All subdivisions within the City of Jacksonville,
Arkansas, have the following minimum requirements:
a. No commercial or industrial lot shall be more than
250 feet from a fire hydrant at the building line.
b. No residential lot shall be more than 500 feet from
a fire hydrant at the building line.
c. Fire hydrants in commercial and industrial areas
shall be no more than 500 feet apart.
d. Fire hydrants in residential areas shall be no more than
1,000 feet apart.
Section II. The City of Jacksonville vests the interpretation
of closer placement of fire hydrants as set forth in the National Fire
Protection Association (W.F.P.A.) handbook of fire protection and
Municipal Fire Administration in the authority of the Fire Chief in
conjunction with a qualified engineer.
Section III. If any section, sentence, or clause of this Ordinance
shall be declared to be unconstitutional or invalid, same shall not defeat
the balance of this Ordinance.
Section IV. This Ordinance supercedes any other Ordinance or
part of any other Ordinance in conflict with the provisions set forth
herein.
Section IV. This Ordinance being necessary for the immediate pres-
ervation of the public health, safety, welfare, and morale of the citizens
of the City of Jacksonville, Arkansas, an emergency is hereby declared to
exist and the above Ordinance shall be in full force and effect immediately
after its passage.
