0671 RESOLUTION NO. 671 (#17 — 2011)
A RESOLUTION AFFIRMING THE COLLECTIVE SUPPORT OF THE CITY
FOR THE PASSAGE OF THE 2011 INTERSTATE REHABILITATION
PROGRAM; AND, FOR OTHER PURPOSES.
WHEREAS, in 1999, Arkansans overwhelmingly, by a Four to One (4 -to-
1) margin, voted for the adoption of an Interstate Rehabilitation Program
financed through federally funded GARVEE Bonds and a Four Cent ($0.04) state
diesel tax approved for that purpose;

WHEREAS, the Interstate Rehabilitation Program modernized over Three
Hundred Fifty (350) miles of Interstate highways in Arkansas, but Arkansas now
has over Six Hundred Fifty (650) miles of Interstate highways, with more re-
construction and modernization left to complete the improvements begun with
the 1999 GARVEE Bond Program;
WHEREAS, a new Interstate Rehabilitation Program ballot issue will be
placed on a Special Election ballot, Tuesday, November 8, 2011. Arkansas voters
must approve and authorize the Arkansas Highway Commission to issue a new
round of GARVEE Bonds for the purpose of financing a 2011 Interstate
Rehabilitation Program designed to address the immediate needs of nearly Three
Hundred (300) miles of Interstates, and the issuance of these new GARVEE
Bonds will not require any new taxes or an increase in existing taxes but will be
funded by future federal revenue dollars and the existing Four Cent ($0.04) state
diesel tax; and,
WHEREAS, all of Arkansas will benefit from the 2011 Interstate
Rehabilitation Program because the Interstate system is the backbone of
Arkansas' highway and transportation network and the 2011 Program will
provide nearly One Billion Dollars ($1,000,000,000.00) in Interstate
rehabilitation, will create over Twenty-seven Thousand (27,000) jobs, and will
allow other revenue to be used for local state highway maintenance, all without
raising taxes. These modern Interstates will increase Arkansas's opportunity for
more economic development from business, industry and tourism.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City of Jacksonville, Arkansas, affirms our support
for the passage of the 2011 Interstate Rehabilitation Program, and request that
all Arkansans vote FOR the 2011 GARVEE Bonds ballot issue at the Special
Election set for Tuesday, November 8, 2011.

SECTION TWO: Any and all other Resolutions in conflict herewith are
hereby repealed to the extent of said conflict. This Resolution shall be in effect
from and after its date of passage.
