0474 ORDINANCE NO, 4 7 4 AN ORDINANCE AUTHORIZING THE CITY OF JACKSONVILLE TO ENTER INTO A CONTRACT B. H. PITCHFORD ENTERPRISES FOR THE REMOVAL OF POLICE DEPARTMENT TOWER AND ANTENNAE; DECLARING IT IMPRACTICAL TO RE- QUIRE BIDDING ON THE AFOREMENTIONED SERVICE; DECLARING AN EMER- GENCY AND FOR OTHER PURPOSES, WHEREAS, it is necessary for the Police Department Towers and Antennae to be taken down from the Fire Station and erected at a permanent location at the Police Department, and WHEREAS, the Civil Defense Siren and Control must be re- moved from the Police Department and mounted in another location on a pole with the Civil Defense Siren and WHEREAS, the control for the Civil Defense Siren must be removed from the Fire Station to a temporary location of the Fire Department, and WHEREAS, B, H, Pitchford Enterprises has agreed to re- move the towers and Civil Defense Siren and mount them in another location, and WHEREAS, the City Council of the City of Jacksonville deems that it is not feasible or practical to require bids on the afore - mentioned services and WHEREAS, it is necessary that the aforementioned services be performed immediately. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE: SECTION 1. That the Mayor be and hereby is authorized to enter into a contract with B. H. Pitchford Enterprises of Cabot, Arkansas, for the removal of the tower and antennae of the Police Department, removal of Civil Defense Siren and controls and the mounting of the tower and antennae and Civil Defense Siren and controls at other locations. SECTION 2. That the Mayor be and hereby is authorized to pay to B. H. Pitchford Enterprises One Thousand Nine Hundred Forty -two and 50 /100 ($1,942.50) Dollars for the services afore- mentioned. SECTION 3. That the Mayor and the City Council of the City of Jacksonville desire to waive competitive bidding in an exceptional circumstance such as this where the procedure is deemed not feasible or practical. SECTION 4. This ordinance being necessary for the imme- daite preservation of the public, health, safety, welfare and morale of the citizens of the City of Jacksonville, Arkansas, an emergency is hereby declared to exist and this ordinance shall have full force and effect immediately after its passage.
