0460 Y' a ORDINANCE NO. 4 6 0 AN ORDINANCE AMENDING ORDINANCE NO. 154; PROVIDING FOR THE REGULATION OF CONSTRUCTION OF HOUSES IN THE CITY OF JACKSONVILLE, ARKANSAS DECLARING AN EMERGENCY AND FOR OTHER PURPOSES: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, that: Section 1. There is hereby added to the Jacksonville Municipal Code Section 16.05.010, which is to read as follows: "Section 16.05.010" - "The finished floor elevation of all houses after approval and passage of this amendment to the Ordinance shall be six (6) inches above the top of the curb elevation, measured from the highest point on the curb on which the lot fronts. This criteria will be true on all construction in the city limits of Jacksonville, Arkansas, with the following exceptions: 1. That the lots in a subdivision have been designed by an engineer so that the finished floor elevation will be above the 100 Year Flood Plain. 2. That the house is above a potential flood of an eight (8) inch rain in a one (1) hour period. This is using the Rational Formula with a C. of 0.7. 3. Written permission from the city engineer which states that the proposed house elevation is above the 100 Year Flood Plain. 4. Finished ground elevation under homes constructed by pier and beam to be 2 " above the finished elevation of the exterior ground. Above referenced exceptions must be obtained before constructed is started." Section 2. This ordinance being necessary for the immediate preservation of the public health, safety, welfare and morale of the citizens of the City of Jacksonville, Arkansas, an emergency is hereby declared to exist and this Ordinance shall have full force and effect immediately after its passage.
