AN ORDINANCE SUBMITTING TO THE VOTERS OF THE CITY OF
JACKSONVILLE, ARKANSAS, A LOCAL OPTIONELECTION (I.Ev LIQUOR BY
THE DRINK SALES) WITHIN A DESIGNA TED AND IDENTIFIED BOUNDARY
FORMERLY KNOWN AS THE GRAY TOWNSHIP/PRECINCT 614;
DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES=
WHEREAS, based on ACA § 3-8-602, and ACA § 3-8-201 et. seq., the City
Council is authorized to set a Special Election to present a Local Option Election for
voters of now defunct voting districts, such as the area commonly known as the
"Gray Township", the question of authorization of alcoholic beverages for on -
premises consumption (i.e., liquor by the drink sales) within the designated and
identified territories outlined therein;
WHEREAS, ACA § 3-8-642, ACA § 3-8-201 et. seq., and other Arkansas
statutes require certain provisions and time frames for such elections, and the City
Council has determined that holding such an election on Tuesday, November 14,
2017, will satisfy ail statutory requirements and provide sufficient time to inform the
public on the issue; and,
WHEREAS, to accomplish such, the City Council must enact this Ordinance
calling for a Special Election on November 14, 2017, for all qualified voters within
the territories and boundaries identified below a Local Option Election to authorize
alcoholic beverage sales for on -premises consumption in accordance with the
options presented in ACA § 3-8-502.
THEREFORE, BEITORDAINED AND ENA CTED B Y THE CITYCOUNCIL
OF THE CITY OFJACK.SONVILLE, ARKANSAS, THAT.,
SECTION ONE: There shall be submitted to the qualified electors
of the territories and boundaries identified for the Gray Township and Precinct 614,
which includes a substantial portion of the City of Jacksonville's corporate city limits,
as reflected on the records of the Pulaski County Clerk's Office, a Local Option
Election to permit sales of alcoholic beverages for on -premises consumption within
said territories and boundaries.
SECTION TWO: The Local Option Election shall present to qualified
voters of the Gray Township and Precinct 614 qualified to vote on this issue at a
Special Election to be held within said territories on Tuesday, November 14, 2017.

The City Clerk shall immediately notify the Pulaski County Election Commission of
such a question by forwarding certified copies of this Ordinance to said body and
the Secretary of State as well as insure appropriate notifications and proclamations
for such are duly and timely published.
SECTION THREE: The ballots used at the Special Election of
November 14, 2417, for the Local Option Election for the Gray Township and
Precinct 514, which is inclusive of the substantial part of the City of Jacksonville,
shall read essentially as follows:

SEOTIONSIX' To provide more effectively for the health, safety,
and welfare of our citizens, an emergency is hereby declared to exist. This
Ordinance shall take effect immediately upon passage and publication, as provided
by and subject to the requirements of applicable law.
