17 JUN 01 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JUNE 1, 2017 7:00 P.M. – 7:25 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on June 1, 2017 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Bolden, McCleary, Sansing, Ray, Traylor, Twitty, Smith, and Collins answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. Alderman Mashburn was absent. PRESENT NINE (9), ABSENT (1). Others present for the meeting were: Fire Chief Alan Laughy, Police Chief Geoffrey Herweg, IT Director Scott Rothlisberger, Director of Administration Jim Durham, Parks and Recreation Director Kevin House, Finance Director Cheryl Erkel, Director of Public Works Jim Oakley, Rick Kron, Dr. Robert Price, Mary Herweg, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of May 4, 2017 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Bolden moved, seconded by Alderman Twitty that the minutes of the regular City Council meeting of 20 April 2017 be APPROVED. MOTION CARRIED. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Ray moved, seconded by Alderman Bolden to approve the regular monthly report for April 2017 from the Jacksonville Fire Department, reflecting a fire loss of $25,500.00 and a savings total of $894,500.00 REGULAR MONTHLY REPORT/ENGINEERING DEPARTMENT Alderman Ray moved, seconded by Alderman Bolden to approve the regular monthly report for April 2017. WATER DEPARTMENT: WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: PRESENTATION of JAG Grant open for public comment Chief Herweg explained that the JAG Grant is a grant that the City applies for annually. He related that the expectation for this grant is approximately $21,091.80. He stated that he was hoping to make this presentation into a 30-day public notice as a requirement, but was notified today that the proper documentation would not available to the Police Department for two more weeks. He explained that the Federal system is being held up slightly, saying that he wanted to present tonight and then in two weeks he would let the City Council decide on the public posting. He noted that the grant would provide for the purchase of 15 X26P TASERs with holsters and batteries as well as 10 Primafacie 32 body cameras. He then explained that some of the cameras could be used for Code Enforcement. STREET DEPARTMENT: Request to Accept Bid for 2017 Asphalt Overlay Alderman Elliott moved, seconded by Alderman Ray to accept the low bid from Redstone Construction Group, Inc. in the amount of $152,410.31. to be drawn from the Street Fund. MOTION CARRIED. 2 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JUNE 1, 2017 7:00 P.M. – 7:25 P.M. SANITATION DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: UPDATE: “Drink by the Glass” presented by Dr. Robert Price Dr. Robert Price recalled that the Master Plan for downtown has 13 objectives that cover categories such as improving the appearance of the City, and Internet development for downtown which has seen some progress. He then stated that the number one objective on the SWOT analysis was the location option for “Drink by the Glass”. He reminded the City Council that the Bill passed and was signed by the Governor in February. He related that there is a combined planning group from Jacksonville and Sherwood that have met and discovered some issue that were not covered in House Bill 1165/Act 144. He related that the planning group is now slated to meet with the Election Commission and County attorney to discuss the specific requirements of the Bill. He noted that the Bill does not provide many of the detailed instructions, which is the purpose of the meeting. He noted that originally it was thought that it would be a citywide election but now it has been clarified that it will only be the areas that are located in the “old Gray Township”, which is most of Jacksonville. He noted that some of the areas north of the City are not covered by the Gray Township, adding that it goes as far south as Maryland Avenue. He related that the Jacksonville City Council will have to pass an ordinance calling for the election, which has to be done 91 st days after the close of the General Assembly or August 1. He stated rdth that there is a City Council meeting on August 3 and 17, explaining that if it is done in a timely manner we can be ready for the November election. He stated that there will be a lot of work to be done regarding the election campaign. He then noted that the Bill actually says that the County will pay for the election, but it is not certain if that is old language or if in fact it is true the County will pay for the election. Representative Bob Johnson clarified that the City will reimburse the County for the election costs. Dr. Price stated that importance of the next planning meeting regarding the process and timeline. In response to a question from Alderman Traylor, Representative Bob Johnson clarified that as he understands as of today, there will be five elections. He named Gray Township 54, 56, 614, 602, and 518. He explained that since the City is calling for this election, any precinct that had voted itself dry that has part of its boundaries inside the city limits of either Jacksonville or Sherwood will be allowed to participate in the election. He then clarified that the elections would be held on the same day with a separate result for each Gray Township. He stated that voters will vote at their polling places inside each Gray Township. 3 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JUNE 1, 2017 7:00 P.M. – 7:25 P.M. He then noted that Gray Township 54 covers most of Jacksonville and a small bit of Sherwood. He added that Gray Townships 54 and 56 is approximately 99% of the entire combined areas. He stated that the ordinance should be written to clarify that each Gray Township vote is exclusive of any other. He noted that the Bill limits the restaurants to be located within the city limits of either Jacksonville or Sherwood, saying that 99% of Gray Township 614 (area around the north corridor) is not inside the City limits. He stated that it is an informational campaign to let people know this is about economic development rather than drinking. He noted that it would contribute to the curb appeal along the new highway being built. He stated that the County Clerk’s Office has been very helpful providing information on how this will work, saying that it will be one election on one day with five separate decisions. It was reiterated that the ordinance calling for the election st will not be acted on until after August 1and it will have to define each area that is voting. City Attorney Bamburg stated that the ordinance will have legal descriptions for each Township that is included in the election. Dr. Price noted that the Bill states that there has to be maps of each Gray Township. He stated that the entire Master Plan is all about economic development, which should lead to economic growth. He stated rd that August 3 would be the appropriate meeting for the City Council to offer its statement in support of this election. APPOINTMENTS: ANNOUNCMENTS: The City of Jacksonville Community Development Department is holding a series of public hearings to discuss Community Development Block Grant projects for the year 2017. The public is invited to attend and give input and submit comments in the planning of projects that will be funded with CDBG money. For more information, please call Theresa Watson at 982-0026. Mayor Fletcher then announced that the deadline to submit public comment regarding the Hwy. 67/167 project is June 9, 2017. He then related that the next regularly scheduled City Council meeting th will be on June 15 which is in conflict with the annual Arkansas Municipal League meetings. He stated that the meeting may be cancelled depending on the need for a meeting. Alderman Elliott announced that the State High School Trap Tournament will be held this weekend at the new Shooting Range. He complimented the Parks and Recreation Department for their efforts to host a successful event. He then announced that the Southern Oaks Country Club is under new management and is hosting a grand reopening that is open to the public on Friday night. Alderman Collins announced that anyone who test drives a vehicle this weekend from Crain Ford in Jacksonville; the dealership will donate $20.00 and Ford Motor will donate another $20.00 for each test drive to the Boys and Girls Club. Mayor Fletcher answered Alderman Collins that the biggest concern regarding Hwy. 67/167 is the right-of-way issues. He encouraged everyone to register their comments, relating that it can be done online. Director Watson then answered Alderman Collins that the public hearings are to gather input regarding the expenditure of annual CDBG funding within HUD’s guidelines. She added that this will determine their annual budget projects. She then related that the funds are spent regarding single-family rehab, public service, and public facilities.
