REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular
session on February 16, 2017 at the regular meeting place of the City
Council. Alderman Ray delivered the invocation and Vice Mayor Bolden led
a standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Sansing, Ray, Mashburn, Traylor, Twitty,
Smith, and Collins answered ROLL CALL. Vice Mayor Bolden also answered
ROLL CALL declaring a quorum. PRESENT EIGHT (8), ABSENT (1). Alderman
McCleary and Mayor Fletcher were absent.
Others present for the meeting were: City Attorney Robert Bamburg,
Director of Administration Jim Durham, City Engineer Jay Whisker, IT
Director Scott Rothlisberger, Public Works Director Jim Oakley, Police
Chief Kenny Boyd, Human Resource Director Jill Ross, CDBG Director
Theresa Watson, Parks and Recreation Director Kevin House, Finance
Director Cheryl Erkel, 911 Director Tabby Hughes, Beverly Elliott,
Michelle Whited, Planning Commission Chairman Jim Moore, Planning
Commissioner Patrick Thomas, Paul Payne, Johnny Simpson, interested
citizens, and members of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of January 19, 2017 for approval and/or correction at the next regularly
scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Ray moved, seconded by Alderman Twitty that the minutes of the
regular City Council meeting of 5 January 2017 be APPROVED. MOTION
CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT
Alderman Elliott moved, seconded by Alderman Ray to approve the Regular
Monthly Report for January 2017 regarding annual crime statistical
comparisons.

REGULAR MONTHLY REPORT/FIRE DEPARTMENT
Alderman Elliott moved, seconded by Alderman Ray to approve the regular
monthly report for January 2017 from the Jacksonville Fire Department,
reflecting a fire loss of $202,750.00 and a savings total of $3,169,150.00.

Alderman Elliott moved, seconded by Alderman Ray to approve the regular
monthly report for January 2017.

Alderman Elliott moved, seconded by Alderman Ray to approve the regular
monthly report for January 2017.

ROLL CALL: Aldermen: Elliott, Sansing, Ray, Mashburn, Traylor, Twitty,
Smith, and Collins voted AYE. MOTION CARRIED.
Alderman Sansing commented that over the last two months, 19 new
businesses had opened in Jacksonville and there were 5.8 million dollars
in building permits issued. He cited that this is excellent signs of
progress.

PLANNING COMMISSION: Set Public Hearing for closing a portion of Sharp
Street
Alderman Elliott moved, seconded by Alderman Ray to set the public
hearing to close a portion of Sharp Street for March 16, 2017 at 7:00
p.m. MOTION CARRIED.
GENERAL: DAV Presentation by Charlie Brown
Charlie Brown was not present. The DAV Presentation was held in
abeyance.

APPOINTMENTS: PARKS & RECREATION COMMISSION
Alderman Traylor moved, seconded by Alderman Elliott to approve the
appointment of Cheryl Carpenter for a term to expire 5/09/2021. MOTION
CARRIED.
ANNOUNCMENTS: Vice Mayor Bolden announced that City Hall will be closed
Monday, February 20, 2017 in observance of President’s Day. Sanitation
routes will run one day late.
He then noted that the Senior Center Fundraiser “Taste of New Orleans”
will be held February 23, 2017 starting at 6:30 p.m. at the Community
Center.
ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at
approximately 7:06 p.m. MOTION CARRIED.
