16 OCT 20 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 20, 2016 7:00 P.M. – 7:09 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on October 20, 2016 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Bolden, McCleary, Sansing, Ray, Traylor, Twitty, Smith, and Howard answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT EIGHT (8), ABSENT (2). Aldermen Elliott and Mashburn were absent. Others present for the meeting were: City Attorney Robert Bamburg, Human Resource Director Jill Ross, Fire Battalion Chief Joe Bratton, IT Director Scott Rothlisberger, Les Collins, Johnny Simpson, Code Enforcement Officer Charlie Jenkins, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of October 6, 2016 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Bolden that the minutes of the regular City Council meeting of 15 September 2016 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT Alderman Ray moved, seconded by Alderman Bolden to approve the Regular Monthly Report for September 2016 regarding annual crime statistical comparisons. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Ray moved, seconded by Alderman Bolden to approve the regular monthly report for September 2016 from the Jacksonville Fire Department, reflecting a fire loss of $24,000.00 and a savings total of $101,000.00. REGULAR MONTH REPORT/ANIMAL CONTROL Alderman Ray moved, seconded by Alderman Bolden to approve the regular monthly report for September 2016. ADOPTION FEES/FINES $5,115.00 CONTRIBUTIONS 690.00 TOTALS $5,805.00 REGULAR MONTHLY REPORT/ENGINEERING DEPARTMENT Alderman Ray moved, seconded by Alderman Bolden to approve the regular monthly report for September 2016. MOTION CARRIED. WASTEWATER DEPARTMENTS: WATER DEPARTMENT: FIRE DEPARTMENT: POLICE DEPARTMENT: SANITATION DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: a. Request to set Public Hearing to rename a portion of Commerce Drive to Sig Sauer Alderman McCleary moved, seconded by Alderman Sansing to set the Public Hearing as requested for November 17, 2016 at 7:00 p.m. MOTION CARRIED. b. RESOLUTION 744 (#10-2016) A RESOLUTION AUTHORIZING AND APPROVING AMENDMENT NO. 3 TO THE AGREEMENT BETWEEN THE CITY OF JACKSONVILLE, ARKANSAS AND THE MID-ARKANSAS WATER ALLIANCE. City Attorney Bamburg related that Resolution 744 is a housekeeping measure, recalling that North Pulaski Water had changed their name and operation status to Mid-Arkansas Water Alliance almost a year ago. He added that their attorney provided the paperwork for those modifications, 2 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 20, 2016 7:00 P.M. – 7:09 P.M. noting that the same type of resolution is going before each of the cities and other entities that are part of the agreement. He clarified that it is merely a matter of transferring everything from North Pulaski to Mid-Arkansas. He stated that Resolution 744 is a formality but it will not change any of the terms of the agreement. In response to a question from Alderman Traylor, City Attorney Bamburg clarified that the 0.80724% mentioned in the Resolution is the share for Mid-Arkansas and the 2.476% represents the joint use share regarding Greers Ferry Lake. Alderman Ray moved, seconded by Alderman Bolden to Read Resolution 744 (#10-2016). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Resolution 744 (#10-2016). Alderman Ray moved, seconded by Alderman Bolden to approve Resolution 744 (#10-2016) in its entirety. MOTION CARRIED. APPOINTMENTS: ANNOUNCMENTS: Mayor Fletcher announced that the registration has begun for anyone wishing to participate by having a vehicle or float in the Annual Christmas Parade. The Parade tentatively scheduled for December th 6 beginning at 6:30 p.m. He then announced that the Jacksonville Citizens Police Academy Alumni Association is sponsoring a pancake breakfast fundraiser and silent nd action for the Police Department on Saturday, October 22 starting at 8:00 a.m. to 10:00 a.m. in the FEMA room at the Public Safety Facility at 1400 Marshall Road. Alderman Ray noted that the Operation Round-up with First Electric Cooperation donated $1,500.00 to the Police Department for whatever project they choose to use the money for.
