16 NOV 17 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING NOVEMBER 17, 2016 7:00 P.M. – 7:06 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on November 17, 2016 at the regular meeting place of the City Council. Alderman Howard delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Bolden, Sansing, Mashburn, Twitty, Smith, and Howard answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT SEVEN (7), ABSENT (3). Aldermen Bolden, McCleary, and Traylor were absent. Others present for the meeting were: City Attorney Robert Bamburg, Director of Administration Jim Durham, City Engineer Jay Whisker, Fire Chief Alan Laughy, Police Chief Kenny Boyd, IT Director Scott Rothlisberger, Public Works Director Jim Oakley, Park and Recreation Director Kevin House, 911 Director Tabby Hughes, CDBG Director Theresa Watson, Human Resource Director Jill Ross, Animal Control Manager Hedi Wuelling, Code Enforcement Officer Charlie Jenkins, Alderman Elect Les Collins, Planning Commissioner Patrick Thomas, Code Enforcement Officer Charlie Jenkins, Chamber of Commerce Director Amy Mattison, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of November 3, 2016 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Mashburn that the minutes of the regular City Council meeting of 20 October 2016 be APPROVED. MOTION CARRIED. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Sansing moved, seconded by Alderman Elliott to approve the regular monthly report for October 2016 from the Jacksonville Fire Department, reflecting a fire loss of $30,000.00 and a savings total of $120,000.00. REGULAR MONTH REPORT/ANIMAL CONTROL Alderman Sansing moved, seconded by Alderman Elliott to approve the regular monthly report for October 2016. PUBLIC HEARING ORDINANCE 1562 (#22-2016) AN ORDINANCE AMENDING JACKSONVILLE MUNICIPAL ORDINANCE NOS. 213 AND 238 AND THE MASTER STREET PLAN TO RENAME COMMERCE DRIVE TO SIG SAUER DRIVE; FOR PROPERTY USE PROVISIONS AND DESIGNATIONS; AND, FOR OTHER PURPOSES. Mayor Fletcher opened the public hearing at approximately 7:03 p.m. City Engineer Whisker stated that if approved the newly located Sig Sauer address will be 357 Sig Sauer Drive. With no one else to speak for or against Mayor Fletcher closed the public hearing at approximately 7:04 p.m. Alderman Elliott moved, seconded by Alderman Sansing that Ordinance 1562 be placed on FIRST READING. ROLL CALL: Alderman Elliott, Bolden, Sansing, Mashburn, Twitty, Smith, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1562. Alderman Bolden moved, seconded by Alderman Sansing to APPROVE Ordinance 1562 on FIRST READING and suspend the rules and place Ordinance 1562 on SECOND READING. ROLL CALL: Alderman Elliott, Bolden, Sansing, Mashburn, 2 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING NOVEMBER 17, 2016 7:00 P.M. – 7:06 P.M. Twitty, Smith, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1560. Alderman Bolden moved, seconded by Alderman Twitty to further suspend the rules and place Ordinance 1562 on THIRD and FINAL READING. ROLL CALL: Alderman Elliott, Bolden, Sansing, Mashburn, Twitty, Smith, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1562. Alderman Bolden moved, seconded by Alderman Sansing that Ordinance 1562 be APPROVED and ADOPTED. ROLL CALL: Alderman Elliott, Bolden, Sansing, Mashburn, Twitty, Smith, and Howard voted AYE. NAY (0). PUBLIC HEARING CONTINUATION ORDINANCE 1561 (#21-2016) AN ORDINANCE CREATING AND CERTIFYING TAX LIENS AGAINST REAL PROPERTIES AT VARIOUS LOCATIONS WITHIN THE CITY FOR BALANCES DUE FROM SERVICES RENDERED BY AND/OR ON BEHALF OF THE CITY OF JACKSONVILLE, ARKANSAS; AND, FOR OTHER PURPOSES. Mayor Fletcher announced that the public hearing will be held Tuesday, November 22, 2016 @ 7:00 p.m. in the City Hall Chambers. APPOINTMENTS: ANNOUNCMENTS: Mayor Fletcher announced that City offices will be closed thth November 24 and 25 in observance of the Thanksgiving Holiday. He th noted that Thursday’s (November 24) sanitation route will run one day early. The Holiday Lighting Ceremony will be held at City Hall December st 1 at 6:30 p.m. and the Downtown Jacksonville Christmas Parade will be th held December 6 starting at 6:30 p.m. th He then announced that the 39 Annual Holiday Craft & Gift sale would be th held at the Jacksonville Community Center Friday, November 18 from 2:00 th p.m. to 8:00 p.m. and Saturday, November 19 from 9:00 a.m. to 4:00 p.m. ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at approximately 7:33 p.m. MOTION CARRIED.
