16 APR 21 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 21, 2016 6:30 P.M. – 6:48 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on April 21, 2016 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, and Twitty, Smith, and Howard answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT NINE (9), ABSENT (1). Aldermen McCleary was absent. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of April 7, 2016 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Ray that the minutes of the regular City Council meeting of 17 March 2016 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTH REPORT/ANIMAL CONTROL Alderman Ray moved, seconded by Alderman Bolden to approve the regular monthly report for March 2016. WASTEWATER DEPARTMENTS: WATER DEPARTMENT: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: SANITATION DEPARTMENT: ORDINANCE 1549 (#09-2016) AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF JACKSONVILLE, ARKANSAS, FOR THE PURCHASE OF A USED SIDELOADER GARBAGE TRUCK FOR THE SANITATION DEPARTMENT; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. Alderman Elliott moved, seconded by Alderman Bolden that Ordinance 1549 be placed on FIRST READING. Director of Public Works Jim Oakley stated that every garbage truck is in the maintenance shop, explaining all three of the normal trucks broke down, one had to be towed and two were drove to an outsource mechanic. He continued saying that the two backup trucks are also down and in the shop. He explained that the Sanitation Department is in dire need of an active truck that they are requesting for purchase. He noted that a new 2 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 21, 2016 6:30 P.M. – 6:48 P.M. truck has been ordered and it would take approximately five to six months for delivery. He stated that if the truck were purchased new it would cost $265,000 versus the requested $99,000.00, saying that he feels the price is fair market value. Alderman Ray moved, seconded by Alderman Sansing to APPROVE Ordinance 1549 on FIRST READING and suspend the rules and place Ordinance 1549 on SECOND READING. Public Works Director Jim Oakley then answered Alderman Traylor that the truck would be shipped on a trailer. ROLL CALL: Alderman Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Smith and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1549. ORDINANCE 1550 (#10-2016) AN ORDINANCE RECLASSIFYING PROPERTY IN THE CITY OF JACKSONVILLE, ARKANSAS (GENERAL LOCATION: 308 & 312 VALENTINE ROAD); AMENDING ORDINANCE NOS. 213 AND 238 AND THE LAND USE MAP OF THE CITY OF JACKSONVILLE, ARKANSAS; AND, FOR OTHER PURPOSES. Alderman Bolden moved, seconded by Alderman Mashburn to APPROVE Ordinance 1550 on FIRST READING and suspend the rules and place Ordinance 1550 on SECOND READING. In response to a question from Alderman Traylor, City Engineer Whisker related that the property is located at the corner of Valentine and Noble Roads, explaining that there are currently two older mobile homes on two separate lots that are deteriorated and the petitioner is requesting to replace those mobile homes with newer ones. He stated that the area is zoned for single-family housing, explaining that he feels it was given automatically when this property was annexed into the City. He then clarified that only one mobile home will be placed on each lot. Alderman Ray noted that there are no objections for the area residents. ROLL CALL: Alderman Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Smith and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1550. Whereupon City Attorney Bamburg read the heading of Ordinance 1551. 4 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 21, 2016 6:30 P.M. – 6:48 P.M. Alderman Ray moved, seconded by Alderman Bolden to APPROVE Ordinance 1551 on FIRST READING and suspend the rules and place Ordinance 1551 on SECOND READING. City Engineer Whisker explained that the property is in a mixed-use zone located on the corner of Hickory and Bailey. He stated that the former owner was a beautician and the property was zoned commercial. He then related that the current owner is selling it as residential and the buyer is unable to get a mortgage without the property being rezoned to residential. ROLL CALL: Alderman Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Smith and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1551. Alderman Ray moved, seconded by Alderman Twitty to further suspend the rules and place Ordinance 1551 on THIRD and FINAL READING. MOTION CARRIED. st ORDINANCE 1551 (#11-2016) APPROVED AND ADOPTED THIS 21 DAY OF APRIL, 2016 GENERAL: CDBG 5-Year Consolidated Plan, 2016 Annual Action Plan, and the Analysis of Impediments to Fair Housing Choice Alderman Ray and the City Council complimented Director Theresa Watson regarding the amount of work and the excellence of her efforts regarding the plans and analysis. Mayor Fletcher stated that Director Watson facilitated the public hearings that were involved in the process, complimenting her efforts. Alderman Ray moved, seconded by Alderman Mashburn to approve the CDBG 5- Year Consolidated Plan, 2016 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice. MOTION CARRIED. APPOINTMENTS: WASTEWATER COMMISSION Alderman Elliott moved, seconded by Alderman Twitty to approve the reappointment of John Ferrell for a term to expire 4/20/2021. MOTION CARRIED. 5 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 21, 2016 6:30 P.M. – 6:48 P.M. ANNOUNCMENTS: Mayor Fletcher announced that the Citywide Cleanup would th be held Saturday, April 30 at 9:00 a.m. at the Recycling Center located at 1300 Marshall Road. He then asked City Council members planning to attend the Municipal thth League summer conference June 15 – 17 to notify Michelle for registration. Mayor Fletcher noted the importance of attending the public hearing regarding the design plans for the I-30 crossing. He related that public comment has mostly been from a small group in Little Rock but pointed out that most of the vehicle traffic using those roads will be motorist from this area. He urged area residents to get involved and make recommendations. He noted that there will be another public hearing on th April 26 at the Wyndham River Front Hotel starting at 5:15 p.m. He stated that he is going to talk with Scott Bennett and try and have a satellite hearing held in Jacksonville. He then noted that one of the scarier aspects is for motorist making the transition from Hwy. 67/167 th onto I-40 and then onto I-30, saying that it is probably the 5 busiest interchange in the Country for truckers between Memphis and Little Rock. He stated that part of the more favorable redesign would be for traffic to continue on Hwy. 67/167 that flows into I-30. He then related that when the section around Jonesboro is completed this stretch of Hwy. 67/167 will become I-30, which will allow the City to apply for more Federal funding. He stated that it would make for a nicer drive with far less congestion, making it also safer. He stated that Jacksonville, Sherwood, Cabot, northern Pulaski County and Lonoke County have the most to gain so there needs to be more public input.
