REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular
session on April 7, 2016 at the regular meeting place of the City
Council. Alderman Bolden delivered the invocation and Mayor Fletcher led
a standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, and
Twitty answered ROLL CALL. Mayor Fletcher also answered ROLL CALL
declaring a quorum. PRESENT SEVEN (7), ABSENT (3). Aldermen McCleary,
Smith, and Howard were absent.
Others present for the meeting were: City Attorney Robert Bamburg,
Director of Administration Jim Durham, Human Resource Director Jill Ross,
City Engineer Jay Whisker, Parks Director Kevin House, Police Chief Kenny
Boyd, Fire Chief Alan Laughy, CDBG Director Theresa Watson, IT Director
Scott Rothlisberger, Les Collins, Johnny Simpson, Planning Commissioner
Patrick Thomas, Lida Feller, interested citizens, and members of the
press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of March 17, 2016 for approval and/or correction at the next regularly
scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Ray moved, seconded by Alderman Bolden that the minutes of the
regular City Council meeting of 3 March 2016 be APPROVED. MOTION CARRIED.

GENERAL: a. RESOLUTION 740 (#06-2016)
A RESOLUTION IN SUPPORT OF DESIGN AND ENGINEER INCLUSION OF A NEW
INTERCHANGE AT COFFELT ROAD DURING THE DESIGN AND DEVELOPMENT OF ARKANSAS
HIGHWAY & TRANSPORTATION DEPARTMENT JOB #CA0605 (VANDENBERG BOULEVARD TO
HIGHWAY 5); AND, FOR OTHER PURPOSES.
Mayor Fletcher explained that the State Highway Department is in the
process of the design work regarding the widening of Hwy. 67/167 and the
City is asking them to add to the design an interchange at Coffelt Road.
He stated that Congressman Hill along with many of the area mayors,
county judges, State representatives and senators are trying to achieve a

connectivity between 67/167 east-west, which is what the North Belt Loop
would have accomplished. He added that because of costs that was not
going to happen, so they are going to use the existing Hwy. 89, adding
that this proposal is to construct an interchange and connectivity, a
small strip of road to connect to Hwy. 89. He related that Cabot acted
on this already. He then pointed out that an interchange would relieve a
lot of the morning traffic congestion at Vandenberg coming from North
Pulaski down Maddox Road. He estimated that it would relieve as much as
a third of the morning traffic. He stated that it would be beneficial
immediately as well as the economic development opportunities that it
would create.
Alderman Ray moved, seconded by Alderman Sansing to read Resolution 740
(#8-2016). MOTION CARRIED. Whereupon City Clerk Susan Davitt read the
heading of Resolution 740 (#8-2016).
Alderman Ray moved, seconded by Alderman Bolden to approve Resolution 740
(#8-2016). MOTION CARRIED.
b. ORDINANCE 1548 (#08-2016)
AN ORDINANCE REVISING JACKSONVILLE MUNICIPAL CODE § 8.08.010 (NON-
COMPLYING CONDITIONS FOR GRASS, WEEDS, AND VEGETATION) REGARDING MAXIMUM
GRASS HEIGHT; RESCINDING JMC TABLE §8.08.01; AND FOR OTHER PURPOSES.
Mayor Fletcher related that Chief Boyd has requested that Ordinance 1548
(#8-2016) be deferred to the next regularly scheduled City Council
meeting. He noted that additional prep time was requested, so the

Ordinance will be brought back at the April 21 regularly scheduled City
Council meeting.
Chief Boyd stated that his request is due to his schedule over the
previous three weeks, he added that he has not been able to properly
gather all the information that he needs to explain the Ordinance and why
it is being requested.
APPOINTMENTS: A&P COMMISSION
Alderman Ray moved, seconded by Alderman Bolden to approve the
reappointment of Andy Patel for a term to expire 3/31/2020. MOTION
CARRIED.
ANNOUNCMENTS: Mayor Fletcher announced that there would be a public
meeting for the 2016 Analysis of Impediments to Fair Housing Choice April

18 beginning at 1:30 p.m. at the Jacksonville Community Center in Room
D.

The Citywide Cleanup will be held April 30 from 9:00 a.m. to noon,
kicking off at the Recycling Center located at 1300 Marshall Road.

Mayor Fletcher stated that he made reference at the previous City Council
meeting and he intends to have something available for the next City
Council meeting, announcing that there will be a public hearing regarding
the I-30 widening. He stated that the City of Jacksonville residents
need to be involved because while the controversy has been on the
Arkansas River Bridge in Little Rock, the Highway Department is concerned
that a lot of people are not getting involved in the public hearings.
He stated that for citizens of Jacksonville, the area along 67/167 there
is a part of this expansion that deals with us, which is better
connectivity between Hwy. 67/167 and I-30. He explained the traffic
hazards for motorist where I-40 comes into Hwy. 67/167. He encouraged
everyone to get involved in the public hearing located at the North

Little Rock Wyndham Hotel April 26 from 5:00 p.m. to 8:00 p.m. He
related that the Highway Department do a live stream public hearing and
then allow public comment on the Internet. He stated that they liked the
idea but because of the time factor it would not be able to be live
streamed but they did say that they would video the public hearing and
will take public comment off the web page. He encouraged everyone who
can to attend the public hearing.
Alderman Barbara Mashburn announced efforts during the annual cleanup day
to have volunteers to clean the original jail on Spring Street, asking
for volunteers.
ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at
approximately 7:11 p.m. MOTION CARRIED.
